Dredged Material Management

Castro Cove Sediment Remediation Project, Richmond, California Managed dredging operations for the remediation of approximately 100,000 yd3 of contaminated sediment from Castro Cove, part of the Chevron Richmond Refinery Superfund cleanup site. The site had been designated a toxic hot spot due to decades of industrial discharges containing high concentrations of PAHs and mercury. Managed hydraulic dredging activities and directed the transport of sediments to an upland disposal facility located within the refinery property. A 20‑acre sheet pile enclosure was constructed to contain contaminants during removal. Managed the treatment and recirculation of dredge discharge water to the bay in compliance with regulatory standards. Led daily health and safety briefings and maintained regular communication with the client through weekly progress updates to ensure alignment and regulatory compliance throughout project execution.
Montezuma Wetland Restoration Project, Collinsville, California Managed monitoring and construction activities for one of California’s largest wetland restoration projects, covering 1,800 acres. Directed and coordinated the work of nine environmental consulting firms performing a range of water quality and ecological tasks. Maintained regular communication with the client to report on restoration progress and key project milestones. Managed compliance monitoring related to sediment and water quality standards and ensured adherence to regulatory requirements for upland disposal of contaminated dredge spoils. Supervised the dredging of a return water channel to recycle pump water and improve hydrologic connectivity. Environmental Monitoring

San Diego County As-Needed Water Quality Monitoring, San Diego, California Managed the successful execution of a multiyear contract for the County of San Diego encompassing 28 distinct task orders focused on environmental assessment and monitoring. Directed a broad range of services, including watershed flow delineation, nutrient loading studies, best management practice (BMP) effectiveness evaluations, ultra-low flow municipal separate storm sewer systems (MS4) monitoring, and microbial source tracking using HF183 human genetic marker. Additional responsibilities included public education and outreach, illicit discharge detection and elimination investigations, and support for regional stormwater co-permittee programs, contributing to long-term environmental protection and regulatory compliance efforts.
Implementation of the City of Long Beach Estuarine and Beach Watershed Integrated Monitoring Program, Long Beach, California Participates in monitoring activities to comply with the updated Los Angeles Regional MS4 stormwater permit. Responsibilities include comprehensive water and sediment sampling across estuarine, beach, and harbor areas; toxicity testing; sediment chemistry analyses; sediment quality objective assessments; and evaluation of marine benthic infauna to assess ecological health and regulatory compliance.
EPA Offshore Water Sampling for DDT, Los Angeles, California Managed two offshore water quality monitoring projects for the EPA, conducted approximately 10 years apart, to determine water column DDT concentrations over the Palos Verdes Shelf Superfund site. Designed and implemented proprietary water sampling equipment that enabled direct collection into laboratory supplied sample bottles, minimizing contamination risk while targeting specific depths in the water column. Collected 110 water samples from 46 offshore locations during both efforts at depths of up to 200 m. These data were instrumental in evaluating the long-term fate and transport of legacy DDT contamination in the marine environment. Coordinated the secure shipping and chain-of-custody transfer of samples to specialized laboratories in Canada for advanced analysis. Both projects met EPA’s rigorous quality assurance standards and contributed to long-term monitoring objectives of contaminated sediments in the Palos Verdes Shelf site.
Upper San Gabriel River Enhanced Watershed Management Program, Los Angeles County, California Manages stormwater monitoring activities across multiple sites in support of the Los Angeles Regional NPDES MS4 permit compliance monitoring under the Upper San Gabriel River Coordinated Integrated Monitoring Program (CIMP). Directs wet and dry weather sampling and manages data review and reporting. Supports watershed-scale BMP implementation and adaptive management decisions under the CIMP.
City of Long Beach MS4 Stormwater Monitoring Program, Long Beach, California Participated in comprehensive wet and dry weather monitoring over a 15-year period to support City of Long Beach MS4 permit compliance. Managed non-stormwater source investigations to identify and characterize persistent dry weather flows and developed detailed outfall inventories to enhance the city’s stormwater management and illicit discharge detection efforts.
Implementation of the CIMPs Los Cerritos Channel, Los Angeles River, and Lower San Gabriel River Watersheds, Los Angeles County, California Helped design and implement an automated stormwater sampling system that significantly increased monitoring efficiency and reduced labor requirements from six sites with four staff to 22 sites with six staff. Equipped each monitoring location with remote telemetry and programmable software to allow real-time adjustments during storm events and optimize sampling efficiency. Federal Navigation Channels Dredge-Sediment Characterization, U.S. Army Corps of Engineers (USACE), Los Angeles District, Southern California Served as project health and safety officer, authoring the accident prevention plan and all site-specific safety documents in accordance with USACE EM 385-1-1. Exercised overall authority for health and safety on land and offshore, conducting hazard analyses, daily tailgate briefings, and compliance audits that resulted in zero recordable incidents.

Sediment Investigation

Dredge Sediment Characterization in Federal Channels, Bays and Harbors, Southern California Managed vibracore sediment sampling to support USACE maintenance dredging and reuse/disposal projects across Southern California ports and harbors. Led offshore investigations to identify suitable sand borrow sites and managed field operations, ensuring efficient execution, data integrity, and strict health and safety compliance. Participated in developing SAPs and facilitated regulatory approvals through the DMMT review process.
Beach Replenishment Sediment Analysis, Del Mar, Oceanside, and Surfside-Sunset, California Managed vibracore sediment sampling of cores up to 25 feet in length to assess grain size distribution and chemical composition. Evaluated sediment suitability for beach nourishment and long-term shoreline stabilization, ensuring compliance with regulatory and engineering criteria.
Sediment Investigation in Batiquitos Lagoon, Carlsbad, California Managed all aspects of this sediment characterization project, including vibracore sampling, to evaluate the depth and quality of sand for dredging and reuse. Each core was logged and analyzed for grain size to inform project planning and regulatory compliance. Additionally, directed a sub-bottom profiling survey to accurately determine sediment thickness across the site, ensuring the identification of suitable dredge materials for beach nourishment and other beneficial uses.
Halaco Superfund Site Sampling, Oxnard, California Participated as a field lead for a comprehensive sediment sampling effort that collected over 150 sediment cores using hand auger and vibracore methods across a 43-acre site that included Halaco’s property, a 27-acre waste management area, and adjacent wetlands. The objective was to delineate the horizontal and vertical extent of contamination in soils and sediments, particularly in sensitive areas such as the Ormond Beach wetlands and the Oxnard Industrial Drain. These sampling efforts played a critical role in EPA’s remedial investigation, generating essential data to support risk assessments and guide the development of long-term cleanup strategies to protect public health and the surrounding environment.
Elderberry Forebay, Castaic Lake Sediment Coring and Characterization for Dredge Design, California Managed a comprehensive sediment sampling program supporting a proposed deepening project. Designed sampling strategies and methodologies for collecting vibracore samples behind a dam, targeting key areas for physical and chemical characterization of accumulated sediments. Managed all field operations, ensuring high data quality and full regulatory compliance.
Rio Bravo Dam Hydroelectric Project, Kern River, California Managed a vibracore sediment sampling program upstream of the Rio Bravo Dam to support design and permitting of a sediment removal. Port of Los Angeles, Berths 121–131 Redevelopment Project, California Participated as a field lead conducting sediment characterization to support a major terminal redevelopment and modernization project to accommodate 14,000 twenty-foot equivalent unit (TEU) container vessels. Coordinated field sampling logistics with the project director and developed a sampling strategy to inform dredging, revetment, and construction design. Completed land-based drilling for onshore soils and vibracore sampling for offshore sediments adjacent to the terminal.

Rincon Band of Luiseño Indians Water Quality Monitoring, Rincon Reservation, California Manages a comprehensive water quality monitoring program that includes groundwater, surface water, drinking water, and algal sampling across tribal lands. Manages field teams, reviews quarterly reporting deliverables, maintains ongoing coordination with the client, and ensures adherence to regulatory protocols for laboratory analysis and data handling. Dry Weather Flow and Water Quality LID Methods Study (Proposition 84), Gateway Water Authority, Long Beach, California Provided operational management support for a study aimed at developing flow and water quality monitoring methodologies to inform Los Cerritos Channel Watershed segmentation and low-impact development (LID) planning in support of total maximum daily load implementation. Designed and validated specialized low-flow monitoring techniques through a pilot study, with results submitted to the state water board for broader application. Conducted dry-weather monitoring in the Los Cerritos, Wardlow, Clark, Del Amo, and Palo Verde Channels to identify primary pollutant sources and guide strategic LID implementation.
Lower Snake and Clearwater Maintenance Dredging Project, Lewiston, Idaho Managed real-time water quality monitoring operations involving the collection of high-frequency data from 20 water quality instruments across 16 locations to guide dredging activities in real time.
