Mr. Timothy Fleming is a senior consultant with 22 years of environmental monitoring experience specializing in sediment sampling, water quality monitoring, and stormwater management. Mr. Fleming has overseen complex environmental projects across California, focusing on coastal and marine ecosystems. His extensive expertise includes developing and implementing sampling and analysis plans (SAPs), conducting vibracore sampling for beach replenishment and dredging projects, and leading water quality and stormwater compliance programs for public agencies and private entities.
Mr. Fleming has managed sediment characterization programs for major harbors and coastal zones in Southern California, including San Clemente, Oceanside, Del Mar, and Surfside-Sunset. His ability to develop detailed SAPs and secure Dredged Material Management Team (DMMT) approvals has been critical in ensuring timely, compliant, and cost-effective project execution. His technical proficiency in vibracore sampling, including depths of up to 40 ft in challenging offshore conditions, distinguishes him from others in the field and provides access and analysis to sediment deposits that are critical for beach replenishment projects.
In addition to his sediment experience, Mr. Fleming is also a recognized expert in water quality and stormwater management. He has successfully designed and managed water sampling programs to monitor stormwater runoff, evaluate pollutant levels, and ensure compliance with the Clean Water Act and NPDES permits. His ability to integrate sediment and water quality studies has made him a trusted leader for projects requiring a comprehensive approach to environmental assessment and remediation.
