Strategic Environmental and Litigation Support Services, Expert Witness Testimony: Rhode Island
By Patrick L. Friend, Ph.D., P.G., C.C.P., Global Strategic Advisor

OUR CHALLENGE
The Superfund record of decision called for an extensive and costly cleanup of dioxins, furans, PCBs, pesticides, herbicides, and volatile organic compounds on this former industrialized peninsula of land, river sediments, and floodplain soils. Integral provided regulatory consultation services and expert witness testimony on issues related to CERCLA liability and divisibility, as well as the inadequacy of the administrative record to support the record of decision.
OUR APPROACH
Our scientists refined the conceptual site model and reassessed the human health and ecological risks based on plausible exposure scenarios. We continue to perform a critical role, including ecological investigations and hydrodynamic modeling evaluations to support remedial design for the project.
OUR IMPACT
Our refined assessment of site risks and compelling expert testimony were essential to the court’s decision to award none of the over $40 million in fines and civil penalties. In addition, we are performing critical studies as part of the pre-design investigation, which will lead to a health-protective and cost-effective remedy.
