Mr. William Call has provided environmental services since 1987. He is a Professional Geologist as well as a Licensed Site Remediation Professional (LSRP). Mr. Call served on the Board of Trustees (2012–2024) and was president of the LSRP Association in 2023–2024. His primary duties include LSRP management and oversight of environmental investigations and remediation projects in New Jersey.

Mr. Call’s current core markets include municipal, educational, healthcare, and private clients. His typical projects include preliminary assessments, site investigations, remedial investigations, development and implementation of remedial actions, brownfield and redevelopment projects, Industrial Site Recovery Act investigations, environmental construction consulting, underground storage tank (UST) closures, historical fill evaluations, groundwater-related investigations, and site remediation.

Site Remediation

Rose M. Lopez Elementary School, Perth Amboy, New Jersey The site was historically used for fuel oil storage and supply, a trucking facility, cold storage warehouse, hospital annex, junk and scrap metal yard, a commercial roofing storage facility, and residential uses. Retained as LSRP to conduct extensive follow-up remedial investigations and remedial actions pursuant to the New Jersey Department of Environmental Protection (NJDEP) Presumptive Remedies requirements to allow construction to proceed in a safe, effective, and cost-efficient manner. Retained to inspect/monitor the New Jersey Schools Development Authority (NJSDA) and the Design Builder for the capping and vapor mitigation system construction at the site. Follow-up groundwater monitoring was performed and reporting services are currently being conducted in support of issuance of a site-wide Response Action Outcome (RAO).
Former Delaney Homes/New High School, Perth Amboy, New Jersey Retained as LSRP to conduct a comprehensive evaluation of the site in support of the Perth Amboy Board of Education (BOE) in its acquisition of 11.6 acres to construct a new high school facility. The site was a former WWII veterans housing facility and was impacted with historical fill and asbestos steam piping from a central boiler served by a 10,000-gallon heating oil UST. Assisted in the development of the demolition and remediation project specifications and provided early site preparation and remediation oversight services. The NJSDA then constructed a ~$250 million state-of-the-art high school facility to serve 3,800 students. Final permits and a remedial action report on behalf of the Perth Amboy BOE are being completed. This project is the largest budgeted project the NJSDA has undertaken to date.
Hackensack Meridian Health–Riverview Medical Center (RMC), Red Bank, New Jersey Provided UST consulting services on an intermittent basis from 1992 to 2020. In 1992, RMC originally operated 15 USTs registered with NJDEP, including 6 satellite facilities on nearby parcels. Designed and implemented the installation of the Bulkhead waste oil, Parking Lot, and East Wing UST installations in 1993–1994. All the USTs onsite except for three active USTs had been closed or removed. In April 2013, site investigations for the Riverview Medical Center and the Anderson Building facilities were finalized. An area of concern (AOC) specific Response Action Outcome (RAO-A) for the six outstanding former UST AOCs was issued in 2014. A 550-gallon waste oil UST by the Navesink River bulkhead was removed in January 2017 and closed out via a RAO-A issued in June 2018. Also engaged to perform repair services on the 10,000-gallon #2 heating oil UST in the main parking lot.
New Brunswick High School, New Brunswick, New Jersey Developed and implemented remediation of one of the six original School Construction Corporation (SCC)/NJSDA projects. Following a major demolition and soils remediation effort, the site received a no further action (NFA) determination from NJDEP.
Paterson PS #16 Elementary School, Paterson, New Jersey Contracted directly by NJSDA through a previous employer, managed a large demolition and remediation project in support of new replacement school construction. Ten UST removals, demolition, and resulting soil sampling and reporting were performed.
Cicely Tyson School for the Performing Arts, East Orange, New Jersey Developed and managed a site-wide remediation project for another of the six original SCC projects. After completion of site demolition, UST removals, extensive soil and groundwater sampling, and remediation/capping operations, NJDEP issued an NFA determination for the site remediation.

Site Investigation

Ignacio Cruz Early Childhood Learning Center, Perth Amboy, New Jersey Retained as LSRP to provide site and remedial investigation services (geophysical survey, soil and groundwater sampling) to evaluate an old environmental case that was not finished following school construction in 2007. Cap restoration, remedial action permitting, and offsite UST-related petroleum remedial investigation are ongoing.
Patten School, Perth Amboy, New Jersey Retained as LSRP to provide site and remedial investigation services, including soil and groundwater sampling, in support of construction of a parking lot addition and installation of an artificial turf field to cap historical fill identified onsite originating from former operation as a concrete plant. As part of this evaluation, a vapor intrusion investigation was conducted because of nearby identified benzene groundwater impacts from a former 2,000-gallon diesel UST. The parking lot portion of the site capping is pending available BOE funding.
St. Peter’s School, New Brunswick, New Jersey Retained as LSRP to conduct a preliminary assessment and site investigation in support of the New Brunswick BOE acquisition of this school to expand its capacity and provide for new administrative office space. Provided remediation oversight of the site to address the presence of historical fill and low level PCBs impacts to soil. A final remedial action report was submitted to NJDEP, and appropriate engineering and institutional controls were implemented. A RAO was issued in April 2021 in support of the acquisition of the site for construction of the new RWJ Barnabas Health, Jack & Sheryl Morris Cancer Center.
Salvatore R. Calabro Elementary School, Hoboken, New Jersey Completed an UST-related remedial investigation of soil and groundwater. The project received an NFA letter from the NJDEP on June 14, 2011. Between 2015 and 2025, conducted biennial site inspections and submitted remedial protectiveness certifications to NJDEP.
Hoboken High School, Hoboken, New Jersey Retained as the LSRP for site investigation and remedial investigation. Two 8,000-gallon #4 heating oil USTs were removed in 1994, but the NJDEP discharge incident was never closed. Completed the remedial investigation, including vapor intrusion sampling, to demonstrate complete delineation of the subsurface petroleum impacts at the site. Proposed remedial actions include implementation of engineering and institutional controls.
Demarest School, Hoboken, New Jersey Retained as LSRP to conduct a site/remedial investigation in response to a Compliance Assistance Alert issued by NJDEP. One 15,000-gallon #4 heating oil UST was removed by others in 1994, but a final report was not submitted. The results of the remedial investigation determined that the former oil discharge was localized in the vicinity of the former UST excavation. A previously unknown 1,000-gallon heating oil UST was found during our investigation and is pending removal. Limited additional remediation will include UST removal and implementation of appropriate engineering and institutional controls.
BOE Administration Building, Bloomfield, New Jersey Retained as LSRP to conduct a site investigation consisting of limited soil sampling and a geophysical survey to document that no subsurface petroleum impacts remained in the location of a former 8,000-gallon #2 heating oil UST. A RAO was issued, and the historical petroleum discharge incident was closed via issuance of a RAO.
Ten Various School UST Sites, Bloomfield, New Jersey In 2018–2019, retained as LSRP to completed site investigations and remedial investigations of 10 sites the BOE thought were previously closed in the mid-1990s but were not in fact closed out with NJDEP. To confirm the subject heating oil USTs were removed, a geophysical survey was conducted at each site. Soil sampling was conducted in portions of the project to identify and delineate any potential impacts from operation of the former heating oil UST systems. From September 2018 to February 2019, closed 9 of the 10 UST sites via RAO.
Eight Various School UST Sites, Linden, New Jersey Retained as LSRP to complete site investigation services at eight former UST facilities. The tanks were removed in 1997–1998 but compliance reports were never submitted to NJDEP. Conducted a file review to determine the regulatory status of each site then completed the initial receptor evaluations. As LSRP for the eight sites, conducted the required UST site investigations to evaluate each site for close-out via the LSRP program. Seven of the facilities were closed out via the issuance of RAOs in 2021–2022. One school facility was further remediated to remove residual oil contamination in soil in 2024, and the case was closed in April 2025 via the issuance of a RAO.
Bus Maintenance Facility, Jackson, New Jersey Retained as LSRP to conduct a site investigation in support of closure of a pocket sewage plant abandoned in the 1960s that was required by a local fire department directive due to physical hazards. A geophysical survey, soil, sediment, and surface water sampling program was completed and submitted to NJDEP along with a RAO. Because the site is in the New Jersey Pinelands, very stringent non-degradation remediation standards were applied, and proper ecological risk assessment work completed to minimize any impact to the local ecology during the sewage plant demolition and closure in winter 2018–2019.

Site Characterization

Rubberized Gym Floor Mercury Evaluation at Six Schools, Perth Amboy, New Jersey Conducted a sampling program to evaluate the potential presence of mercury in gym floor coatings. This involved bulk sampling of the flooring, which was followed by indoor air sampling and hazardous waste characterization of potentially impacted floor materials in summer 2017. By executing a thorough and scientifically defensible characterization program, the Perth Amboy BOE was able to address the mercury flooring impacts efficiently and cost effectively into its planned facilities replacement and upgrade program.

Site Assessment

School Facilities Water Testing for Lead, Hoboken, New Jersey Proactively sampled regularly used drinking water dispensing units in six facilities in 2016, 2022, and 2025. Sampled regularly used water dispensing units in all six schools as well as the high school stadium fieldhouse for the potential presence of lead in three events through 2025. The BOE was able to demonstrate to its staff and students its compliance and the appropriate remedial actions that were taken.
Schools Radon Testing, Hoboken, New Jersey In August 2014 and April 2019, Provided subcontracted radon testing services in six schools in support of the client’s New Jersey Department of Health requirements. No exceedances were identified.
