Ms. Reagan Cuddy is a licensed professional engineer with 13 years of environmental consulting experience, specializing in remedial design, site investigation, stormwater management, and post-construction remedy monitoring. For the past several years, she has served as a project manager, leading large-scale remediation projects at hazardous waste sites regulated under federal and state programs. Her work has focused on engineered cover systems, groundwater collection and treatment, and site closure documentation. Remedial Design
Groundwater Extraction System, Blackwell Zinc Site, Blackwell, Oklahoma Served as engineering project manager supervising a nearly year-long remote construction program to expand a groundwater extraction system targeting cadmium- and zinc-impacted groundwater from a former zinc smelter. Managed the construction schedule, budgets, and stakeholder communications while coordinating field staff supervision of three horizontally drilled extraction wells, more than a mile of conveyance pipeline within municipal roadways and across active railroad property, and installation of pumps into the wells. Supervised multiple subcontractors, reviewed engineering submittals, prepared project documentation, and coordinated extensively with the client, subcontractors, municipal and regulatory agencies, and railroad stakeholders to successfully deliver the project.
Culvert Rehabilitation Design, Onondaga Lake Superfund Site, Geddes, New York Served as project manager for the design of rehabilitation measures to prevent contaminant releases from storm drain infrastructure to surface water. Managed a multidisciplinary design team and provided regular updates to the client and multiple regulatory agencies including New York State Department of Environmental Conservation (NYSDEC), New York State Department of Transportation (NYSDOT), and Onondaga County Department of Transportation. Work included specification of UV-cured-in-place liners for 36- to 24-in. storm drains impacted by mercury and volatile organic compounds (VOCs), and evaluation of discharge impacts to Onondaga Lake. Coordinated design reviews and provided technical support through contractor bidding.
Engineered Soil Cover and Hydraulic Containment Design, Onondaga Lake Superfund Site, Geddes, New York Delivered remedial design and preconstruction services for engineered soil cover systems and in situ stabilization of mercury-impacted materials. Prepared design documents, specifications, and contractor procurement packages, incorporating redevelopment and hydraulic containment constraints.
Groundwater Collection System Optimization and Design, Onondaga Lake Superfund Site, Geddes, New York Supported field investigations and remedial design to optimize and expand an existing hydraulic control system, for system addressing contamination primarily from metals, VOCs, and semivolatile organic compounds (SVOCs). Work included tracer testing, groundwater monitoring, and analysis of inflows. Integrated a pH adjustment treatment system to improve groundwater management.
Remedial Action Planning and Design Modifications, Engineered Soil Cover, Onondaga Lake Superfund Site, Geddes, New York Led preparation of a remedial action work plan for 23 acres of engineered cover installation, incorporating air monitoring, stormwater management, and health and safety requirements. Coordinated closely with construction managers to ensure quality control. Developed design modifications for 3 acres of steep slopes requiring engineered covers, including grading plans, geo-cell liner specifications, interdisciplinary design reviews, and detailed cost estimates.
Engineered Soil Cover Recreational Trail Remedial Design, Geddes, New York Managed design planning for a 5-acre hazardous waste site requiring remedial covers to address SVOCs (primarily PAHs) and mercury. Coordinated alignment of a recreational trail through the site and prepared remedial design documents to ensure compliance with NYSDEC regulations and obtain approval.
Environmental Monitoring
Interim Site Management Plan, Engineered Soil Cover and Containment, Onondaga Lake Superfund Site, Geddes, New York Managed preparation of an interim site management plan for a 404-acre hazardous waste site, supervising a multidisciplinary team of engineers and scientists. Responsible for providing regular updates to the client and regulatory agency, and coordinated with multiple stakeholders, including NYSDOT and Onondaga County. The plan integrated inspection, monitoring, and maintenance protocols for soil covers, vegetated swales, wetlands, and hydraulic controls, and ensured compliance with the NYSDEC regulatory framework.
Performance Verification, Groundwater Collection System, Onondaga Lake Superfund Site, Geddes, New York Managed monthly and annual reporting for a groundwater collection system designed to convey contaminated water to a treatment facility and maintain groundwater levels below compliance target (i.e., surface level of adjacent water body). Managed monitoring, troubleshooting, and optimization recommendations, and supported budgeting and scope development.
Performance Verification and Field Sampling, Onondaga Lake Superfund Site, Geddes, New York Coordinated multiyear monitoring programs across multiple remediated sites under an agency-approved performance verification framework. Managed and performed sampling of groundwater, sediment, and surface water; coordinated inspections and field teams; and managed data evaluation. Prepared annual regulatory reports documenting remedy effectiveness, provided recommendations for optimization, and ensured compliance with applicable requirements.
Dense Nonaqueous-Phase Liquid (DNAPL) Recovery System Monitoring, Onondaga Lake Superfund Site, Geddes, New York Prepared monthly reports for a recovery system with 31 wells. Analyzed product recovery rates, identified maintenance needs, and recommended system optimizations.
Site Investigation
Recreational Trail Investigation and Interim Remedial Measures, Onondaga Lake Superfund Site, Geddes, New York Served as project manager for the predesign investigation and interim remedial design to integrate a recreational trail into a hazardous waste site. Managed staff responsible for conducting soil and sediments sampling and coordinated procurement of subcontractors to complete survey and drilling efforts completed as part of site investigation. Coordinated review and analysis of investigation results and was responsible for preparing report comparing results against remedial objectives, and a design for an engineered soil cover system meeting NYSDEC guidance.
Predesign Investigation, Engineered Soil Cover, Onondaga Lake Superfund Site, Geddes, New York Designed and implemented an investigation plan to support remedial cover design across 28 acres. Managed ecological surveys, soil sampling, and stakeholder coordination, and managed regulatory approvals.
Site Characterization, Former West Flume Area, Erie Canal, Geddes, New York Led investigation planning for a 9-acre hazardous waste site with impacts from mercury and SVOCs (predominantly PAHs). Coordinated with regulators and stakeholders, developed investigation protocols, and managed budgets and reporting.
Predesign Investigation, DNAPL Recovery System, Onondaga Lake Superfund Site, Geddes, New York Managed investigations to evaluate efficiency of DNAPL collection wells. Prepared work plans, supervised data collection, and analyzed monitoring results to improve system performance.
Petroleum Release Investigations and Interim Remedial Measures, Cortland, New York Investigated petroleum releases at industrial and municipal sites, including source identification of oil discharges from storm sewer backfill to the Tioughnioga River.
