Mr. Patrick McGuire is an environmental professional and project manager with 11 years of experience in environmental engineering, site remediation, and construction management. He has led and worked on construction management teams as the owner’s representative on large projects throughout the New York City metro area, for agencies such as the Lower Manhattan Development Corporation, Port Authority of New York and New Jersey, New York City Department of Design and Construction (NYC DDC), New York City Economic Development Corporation, and New York Police Department Construction Command Unit.  Mr. McGuire is currently the owner’s representative for remediation at a former manufactured gas plant, where he is in charge of community air monitoring, administering the stormwater pollution prevention plan, producing weekly construction reports, and inspecting environmental engineering controls, such as the sub-slab depressurization system, soil vapor barrier, and site cap.

Project Management

Manufactured Gas Plant Remediation Construction Oversight, Bronx, New York Oversaw the redevelopment and remediation of a former manufactured gas plant site, which involved construction of a 50,000-ft2 warehouse and capping of an approximately 20-acre lot containing coal tar-impacted soil, under the New York State Department of Environmental Conservation Voluntary Cleanup Program. Inspected the installation of a sub-slab depressurization system and vapor barrier. Performed material stockpile and groundwater sampling for compliance. Conducted community air monitoring for dust and volatile organic compounds.
Superstorm Sandy Construction Safety Oversight, New York, New York Provided oversight of contractors’ safety program under the New York City Housing Recovery Operation’s Build it Back Program, which provided rehabilitation and reconstruction of residential homes throughout the city of New York affected by Superstorm Sandy. Developed a culture of safety for more than 100 home renovations and elevations. Generated preventative safety intelligence by using a content management system database and FieldLens construction tracking software to predict, inspect, and educate about high-risk activities. Evaluated asbestos inspection reports and project scopes to determine asbestos inspection and abatement compliance with New York City regulations.
Queens Museum of Art Renovation, Queens, New York Managed the schedule of submittals required by the contractors according to the general contract. Organized all contract documents, deliverables, and design drawings for audits by the NYC DDC team. Produced requests for information, monthly reports, stop work orders, and meeting minutes.
11 Metro Tech Center Security Upgrade, Brooklyn, New York Served as the onsite owner’s representative to NYC DDC and New York Police Department Construction Command Unit. Coordinated construction work between the clients and the facility for asphalt paving, excavation, concrete pouring, and delivery of bulletproof security kiosks surrounding the 911 emergency call center. Produced final close-out documents for project, focusing on QA/QC documentation.
Deutsche Bank Building Remediation and Deconstruction, New York, New York Worked as the owner’s representative for the Lower Manhattan Development Corporation, tracking asbestos, lead, and microbial abatement progress, and the structural deconstruction of decontaminated floors. Created a database to track project man hours used for oversight of the general contractor’s time and material contract. Produced labor analysis reports, financial projections, and cost accruals. Provided time and material ticket status and project percent complete estimates during weekly construction team meetings. Compiled accounts receivable and accounts payable documents for submission. Forecasted future work costs to produce work orders and amendments.

Environmental Engineering

Various Dewatering Projects, New York, New York Project manager and engineer for dewatering design/build contractor. Responsibilities included project management, bid estimating, procurement, installation, and operation and maintenance of well-point, sump and water treatment systems designed to lower the groundwater table for building foundation installation. Prepared New York City Department of Environmental Protection stormwater discharge permits.
Environmental Assessments, Lyndhurst, New Jersey Prepared Phase 1 environmental site assessment reports according to ASTM International standards, and preliminary assessment reports according to New Jersey Department of Environmental Protection standards under supervision of a licensed site remediation professional. Performed environmental investigations for soil, groundwater, and soil vapor. Evaluated and logged soil cores. Coordinated and supervised the removal and disposal of hazardous and non-hazardous material to end-use facilities. Performed community air monitoring for volatile organic compounds and dust.
