Ms. Donna Clark has more than 25 years of experience as an economist, specializing in environmental valuation and benefit estimates, exposure assessments, natural resource damage assessments, regulatory impact and policy analysis, and restoration planning. She has additional expertise in regulated utility economics, including demand forecasting, strategic planning, rate audits and design, marketing program evaluation, and rate case support as an expert witness in natural gas rate case proceedings.

Natural Resource Damage Litigation Support Services, Confidential Sites, Northeast United States Assisted in the development of revitalization and facility enhancement plans for compensatory restoration of contaminated sites and waterbodies.
Contributed to the development of recreation enhancement plans for compensatory restoration of contaminated sites in and along a major river. Developed a random utility model to estimate recreational park usage, which was used to create park and recreation benefits to offset damages from fish consumption advisories in the affected areas.

Impact Analysis of Decoupling Natural Gas Suppliers, Northeast Utility, United States Assisted with the analysis to estimate the number of large natural gas customers at risk for switching gas suppliers with the deregulation of the market. Estimated the market price for pipeline capacity in a competitive market and developed customer profiles and revenue loss projections.
Natural Gas Weather Normalization Rate Design, Northeast Utility, United States Researched and estimated the revenue losses from warm winter weather.
