Senior Consultant

Mr. Colin McCaddin is project manager for environmental sites requiring site investigation and remediation regionally and nationally, specializing in environmental site assessments in New Jersey. He has 17 years of experience on New Jersey Department of Environmental Protection (NJDEP) site remediation program sites. Mr. McCaddin is also experienced with sites subject to Pennsylvania Department of Environmental Protection (PADEP) requirements and federal regulations such as TSCA.


Site Remediation

Environmental Assessment Reports, New Jersey Prepared more than 100 site environmental assessment reports, including preliminary assessments, site investigation work plans, site investigation reports, remedial investigation work plans, remedial investigation reports, remedial action work plans, and remedial action reports, for submittal to both regulatory agencies and private companies. These efforts frequently included such tasks as performing public notification and outreach, obtaining remedial action permits, establishing deed notices, and establishing and/or terminating classification exception areas.
Direct Oversight Program, New Jersey Prepared submissions to NJDEP under its direct oversight program, including public participation plans, annual remediation fee forms, remediation trust funds, and negotiations for the administrative consent orders, in addition to preliminary assessments, site investigation reports, and remedial investigation reports.
Industrial Property, New Jersey Managed site investigation and remediation of an industrial property with petroleum impacts exceeding the free product limit and PCBs. These issues triggered the requirements of TSCA and required federal as well as state remediation and reporting obligations.
Fill Management, Pennsylvania Completed several fill management projects during construction and redevelopment in accordance with the PADEP management of fill policy, including selection of appropriate PADEP maximum contaminant levels (MCLs), clean and regulated fill determinations, and waste disposal in accordance with the PADEP policy regarding use of reclamation fill at active noncoal sites.
Closed Industrial Landfill, Edison, New Jersey Managed a high-volume groundwater pumping test. Designed the customized equipment used to complete the test, which exceeded 100 gallons per minute (gpm) and maintained 40 gpm over a 24-hour period. Project also involved performing a step-drawdown test in preparation for the 24-hour pump test to accurately predict the maximum yield of the aquifer (40 gpm).
Residential Fuel Oil System, Toms River, New Jersey Completed an innovative mobile hydrocarbon evaluation using a water-drive method analysis to determine mobility of free-phase light nonaqueous-phase liquid (LNAPL). This evaluation included overseeing the collection of undisturbed cores, the freezing of these cores in dry ice, and their shipment to Texas for analysis. The conclusion of the evaluation was that the LNAPL was not mobile; this evaluation was used as a line of evidence to close the case.
Closed Sanitary Landfill, Elizabeth, New Jersey Performed analytical evaluation of a stagnant wetland mitigation project experiencing vegetative cover loss. Project included designing and implementing innovative techniques that ultimately achieved a 100 percent increase in vegetative cover within 1 year.

Due Diligence

Due Diligence, North America Performed due diligence for a Fortune 500 company, including the preparation of Phase I and Phase II environmental site assessments. Due diligence was completed in various states, including Pennsylvania, Connecticut, Maine, Ohio, Kentucky, Illinois, Michigan, Minnesota, and Texas. Phase II investigations typically included the collection and analysis of groundwater, soil, soil gas, subslab soil gas, and indoor air samples, as well as the subsequent evaluation of the analytical data.
Portfolio Due Diligence, Pennsauken, New Jersey Managed due diligence for a private investment portfolio acquisition for 30+ industrial and commercial parcels with additional parcel acquisitions and due diligence a year later. Completed Phase I assessments, assisted with communications and reliance with the seller, and both reviewed (seller responsibility) and submitted several Industrial Site Recovery Act filings (purchaser-assumed responsibility).
Due Diligence, Pennsylvania and New Jersey Completed multiple due diligence projects for commercial and industrial redevelopment projects in Pennsylvania and New Jersey, including one for the private acquisition of a prestigious Platinum LEED building (Philadelphia, Pennsylvania).

Training, New Jersey Trained colleagues in groundwater sampling techniques such as low-flow, volume purge, micropurge, and related techniques, as well as best practices when using groundwater sampling pumps, meters, and various other equipment.
Field Investigations, New Jersey and Pennsylvania Managed the installation of single- and double-cased monitoring wells, and the installation of soil borings using direct push technology and hollow stem auger technology. This involved the use of major soil classification methodologies, including United Soil classification system, U.S. Department of Agriculture soil classification system, and the Burmister soil classification system.
Concrete Recycling, North Bergen, New Jersey Designed and implemented concrete sampling plan for concrete recycling and reuse per NJDEP guidance for characterization of concrete and clean material certification for recycling at an existing four-story warehouse and a multiparcel redevelopment site.

Health And Safety

Landfill Health and Safety, Jersey City, New Jersey Served as health and safety supervisor of site remediation activities for a 35-member construction crew at a former federal Superfund site. Specific responsibility included air monitoring for landfill gases and particulate matter to ensure protection of site workers and neighboring residential communities.
