Mr. Anthony Balado is an environmental scientist with 5 years of progressive responsibility in investigation and remediation. He has extensive experience applying soil, groundwater, soil vapor, and emerging contaminant sampling techniques; leading remedial investigations; and monitoring and maintaining remediation systems. His project management skills include supporting the development of remedial investigation plans, remedial action work plans, post-construction management plans, CAD, GIS, and EQuIS. Mr. Balado is knowledgeable in in situ oxidation, sub-slab depressurization systems, and soil vapor extraction installation and maintenance.


Site Investigation

Vapor Intrusion Investigation, Dry Cleaner Site, Great Neck, Long Island, New York Performed a soil vapor intrusion investigation to evaluate whether the existing remediation system was necessary and effective in preventing vapor encroachment. Installed vapor points by hand and conducted tracer gas tests to ensure sufficient seals before sampling. Sampled for tetrachloroethene and its daughter products. Evaluated data and determined that indoor air contamination was from outdoor air sources and the sub-slab depressurization system could be permanently shut down.
Remedial Investigation, Dairy Expansion, East New York, Brooklyn, New York Implemented the remedial investigation work plan. Oversaw direct push drilling and monitoring well installation. Performed soil logging, monitoring well casing and water level elevation surveys, installed soil-gas collection points, performed tracer gas tests, and retained various media samples for laboratory analysis of VOCs, SVOCs, PCBs, pesticides, metals, and PFAS. Wrote the remedial investigation report for the New York State Department of Environmental Conservation and generated the EQuIS electronic data deliverable for upload to the state database. Supported drafting of the Remedial Action Work Plan.
Remediation and UST Removal, Various Locations, New York Oversaw the implementation of remedial action work plans including excavation, oxidant injections, and underground storage tank removals.  Collected end-point soil samples to confirm the remedy was successful.  Responsible for or assisted with reporting throughout the project duration.

Remedial Design

Private Residence, Prospect Park, Brooklyn, New York Neighboring fuel-oil vapors were entering the basement causing unpleasant odors and potential for human health risk. Sealed the drainage trench and cellar slab with concrete, sealed the sump with weather-strip tape and acrylic latex, and installed carbon air filter. Performed pre- and post-remedy air sampling. It was determined that the remedy was successful in reducing fuel-oil vapor concentrations significantly below New York State Department of Health benchmarks.

Remediation Construction Oversight

948 Myrtle Avenue, Bedford-Stuyvesant, Brooklyn, New York Oversaw excavation and removal of lead-contaminated historical fill material and more than 10 underground storage tanks. Ensured compliance with New York City Office of Environmental Remediation Voluntary Cleanup Program. Implemented the Community Air Monitoring Program by tracking airborne particulates and VOCs utilizing multiple dust and photoionization detection stations. Collected endpoint soil samples to demonstrate completed cleanup. Submitted daily status reports, updated site maps, and air monitoring data to the regulatory agency.
103 N 13th Street, Greenpoint, Brooklyn, New York Oversaw excavation and removal of petroleum impacted soils and ensured compliance with the State’s Brownfield Cleanup Program. Implemented the Community Air Monitoring Program by tracking airborne particulates and VOCs utilizing multiple dust and photoionization detection stations. Performed dust and odor control through targeted water and spray foam covers. Collected endpoint soil samples to demonstrate completed cleanup. Submitted daily status reports updated site maps, and air monitoring data to the regulatory agency.

Environmental Monitoring

Former Motor Freight, Brooklyn, New York Implemented the post-construction management plan for the New York State Department of Environmental Conservation Brownfield Cleanup Program. Oversaw the in situ chemical oxidation events, performed groundwater and soil vapor monitoring, and submitted quarterly and annual review reports to the department.
Baseline Biota Monitoring, Berry’s Creek Study Area, Berry’s Creek, New Jersey Implemented the biota sampling work plan as part of a team of representatives from multiple firms. Utilized cast nets to catch mummichog from watercraft, shore, and shallow water. Recorded water quality parameters and fish characteristics. Packaged and shipped composite samples for laboratory analysis.
Phase II/Subsurface Environmental Investigations, Various Locations, New York Performed subsurface environmental investigations including various media sampling and reporting. Utilized hammer drills, hand augers, slide-hammers, and other power and hand tools to install wells and collect sub-slab soil and soil vapor samples. Developed remedial investigation reports and assisted in the development of remedial action work plans.
