Ms. Alice Blayney is a professional engineer and project manager with more than 10 years of environmental consulting experience focusing on site assessment, remedial design and implementation, and litigation support. She has experience relating to a wide variety of contaminated media, including soil, groundwater, indoor air, sediment, and dust, and contaminants including chlorinated solvents, petroleum products, per- and polyfluoroalkyl substances (PFAS), manufactured gas plant (MGP) waste, and radioactive isotopes. Ms. Blayney has also designed remedial systems and pilot studies for enhanced in situ bioremediation, subslab depressurization, soil vapor extraction (SVE), biosparging, zero-valent iron injection, targeted remedial excavations, and technical impracticality demonstrations.
Remedial Design and Construction
Former Wood Treatment Facility, Navassa, North Carolina Led the development of a biosparging pilot study for dissolved-phase and dense nonaqueous-phase liquid constituents at a former wood treatment and storage facility in Navassa, North Carolina. Collaborated with senior engineers and hydrogeologists to develop the pilot study layout and testing parameters. Managed the development of the pilot study work plan and communications with EPA.
Former Smelter Site, Blackwell, Oklahoma Led the development of construction documents for the expansion of a groundwater extraction system at a historical smelter site. The expansion included the installation of horizontal extraction wells to contain the spread of zinc and cadmium contamination. Managed the project from 30% conceptual design to final construction package, ensuring seamless coordination among internal hydrogeologists and engineers, the client, external engineering teams, contractors, and city officials in Blackwell, Oklahoma.
Remediation and Management of CVOC and PFAS at a Redeveloped Property, New Hampshire Served as the project manager for the cleanup of a former industrial property that had been redeveloped for commercial and residential purposes. Historical operations at the site resulted in the release of chlorinated solvents in a complex and tidally influenced aquifer. Managed ongoing bioremediation efforts at the site, including coordination with the current property owner, manager, and project team. Additionally, helped client navigate changing PFAS monitoring requirements and subsequent detections of PFAS at the site. Applied thorough understanding of PFAS sampling best practices and worked with the state agency to limit the scope of ongoing PFAS monitoring.
Mixed-Use Redevelopment of a Former Clockworks, Massachusetts Served as the remediation engineer and assistant project manager for a redevelopment site impacted with trichloroethane and 1,1,1-trichloroethane. Designed a remedial and in situ bioremediation program including the use of emulsified vegetable oil and emulsified zero-valent iron to treat deep groundwater impacts in silt and clay beneath a newly constructed residential building. Developed remedial budgets and change orders and conducted subcontractor procurement and management. Also managed data assessment and the preparation of various reports submitted to the Massachusetts Department of Environmental Protection, including the Phase IV remedy operation status and biannual assessments of the remedial progress.
MGP Site Investigation and Remediation, Cairo, Illinois Served as the project manager for a former MGP site in rural Illinois enrolled in the Illinois Environmental Protection Agency (IEPA) Site Remediation Program (SRP). The project team sought to achieve site closure for MGP impacts up to 45 ft below the ground surface adjacent to and under a U.S. Army Corps of Engineers (USACE) flood control levee. Role included developing the site closure strategy, managing the remedial design and implementation, and managing construction quality assurance efforts. This effort included developing construction specifications and drawings, collaborating with the geotechnical team, coordinating permitting with USACE, and coordinating regular client check-in meetings to discuss the remedial design process.
Led the data management and analysis and authored multiple reports subject to the IEPA SRP and tiered approach to corrective action objectives (TACO) requirements. Developed a remedial alternatives evaluation and a strategic remedial approach that addressed multiple risk pathways under the IEPA TACO program. Also managed the project controls and budget for the site.
Former MGP Remedial Design, Rochelle, Illinois Served as the project manager for the remediation of a former MGP Site in an urban environment enrolled in the IEPA SRP. Remediation includes excavation of impacted soils to bedrock and offsite disposal. Managed the remedial design team consisting of environmental, geotechnical, and water resources engineers. Developed construction specifications and drawings for remediation. Duties also included managing the project schedule, financial reporting, and project controls.
Brownfield Remediation and Redevelopment, LaPorte, Indiana Served as the project manager and provided data management and technical assistance for a brownfield redevelopment project in LaPorte, Indiana. Work included assessing excavation endpoint confirmation data and calculating the 95 percent upper confidence limits of site-specific constituents of concern using EPA ProUCL software. Additionally, prepared multiple petitions for the remediation and redevelopment efforts, including an area of concern petition under EPA policy for chemical fixation or stabilization of impacted material at the site and a beneficial reuse request for the use of nonimpacted foundry sand waste as backfill at the site.
Brass Products Division, Otsego, Michigan Served as the assistant project manager and technical assistant for the site, which exhibits contamination in groundwater from the historical use of chlorinated solvents in manufacturing processes. Remedial efforts include the implementation of SVE and product recovery in the source area and monitored natural attenuation in the dissolved-phased plume. Served as the technical lead for the analysis of ongoing light nonaqueous-phase liquid (LNAPL) recovery and LNAPL transmissivity investigation. Also led the biannual data analysis and reporting efforts, including plume stability assessments using statistical tests and decay rate modeling.
Waste Oil Storage Site Closure, Granite City, Illinois Led data analysis and review for the development of Tier II and Tier III remedial objectives for a waste oil storage site listed in the IEPA SRP. Assessment included developing Tier III soil remedial objectives for multiple receptors and using a modified Johnson and Ettinger model to develop soil gas remedial objectives for an unconventional building structure and use scenario under the TACO program. Incorporated the remedial objectives in a remedial action completion report that achieved an NFR letter in mid‑2020.
Brownfield Redevelopment, Waltham, Massachusetts Served as the construction oversight manager and assistant project manager for the cleanup and redevelopment of a vacant former industrial property to achieve a risk-based site closure within a reduced timeframe (4 years versus more than 10 years). Soil, groundwater, and subslab soil gas were impacted with chlorinated solvents, PCBs, and metals. Assisted in the remedial design of an in situ bioremediation approach for chlorinated volatile organic compounds (CVOCs) in groundwater and the SVE and two subslab depressurization (SSD) systems to treat CVOCs in shallow soil and subslab soil gas beneath the onsite buildings (~120,000 square feet). During redevelopment, led the construction oversight of remedial systems, soil excavation, and soil reuse. Directly responsible for preparing various reports for this project, including biannual assessments of the remedial progress and technical memoranda to support construction activities, including a Contained-In Determination under EPA policy. Conducted the risk assessment for the site, which included innovative and cutting-edge risk models to support site closure. The site achieved closure in early 2020.
Brownfield Redevelopment, Salem, Massachusetts Conducted groundwater sampling events and prepared closure reports under the Massachusetts Contingency Plan, including a post-temporary solution status report and a permanent solution statement that included a Method 3 risk assessment and nonaqueous-phase liquid (NAPL) mobility assessment.
Former Dry-Cleaning Facility, Cambridge, Massachusetts Involved with the cleanup and redevelopment of a former dry-cleaning facility in a dense urban environment. Supervised the excavation and air monitoring of impacted media in the basement of the former dry-cleaning facility. Led groundwater sampling events to support post-bioremediation analyses. In addition, performed indoor air and subslab soil gas sampling and analyzed the data to support the decommissioning of two SSD systems.
Chlorinated Solvent Site Remediation, Newton, Massachusetts Prepared a remedy implementation plan for a site undergoing cleanup of chlorinated solvents. Provided cost estimates and engineering calculations for cleanup using in situ chemical oxidation with potassium permanganate. Efforts also included supervising the in situ permanganate pilot study, indoor air and groundwater sampling, and the installation of monitoring wells.
Site Assessment
Remedial Assessment for Coal Combustion Residual Impoundment, Columbus, Ohio Assisted with the preparation of assessment of corrective measures (ACM) under the federal “Coal Combustion Residual Rule” for a release of lithium and molybdenum from an unlined coal ash impoundment. To support the ACM, reviewed historical construction documents, environmental reports, and journal articles to develop the conceptual site model (CSM). Assisted in a geochemical evaluation to define the nature and extent of impacts and calculate the mass of lithium and molybdenum released. The ACM was incorporated into the remedial selection report, which includes the CSM, groundwater modeling reports, and planned closure activities.
Former MGP Site Assessment and Remedial Design, Belvidere, Illinois Performed multiple site investigation and data analysis tasks to support a comprehensive no further remediation (NFR) letter at a former MGP Site in Belvidere. Conducted NAPL transmissivity testing and data analysis. Incorporated the results into a technical impracticability demonstration. Further, served as the technical lead for assessing indoor inhalation routes under TACO regulations using the modified Johnson and Ettinger model for groundwater and soil gas remediation objectives. This analysis was used to develop nonrestrictive future use of the site for the indoor inhalation pathway.
Fox Release Response, Southeastern Illinois Led a field team during an emergency response effort for a diesel pipeline release. The team’s effort included confirmation sampling and oversight during soil excavation and an extensive delineation survey for petroleum impacts in surface soils. The team successfully helped the client through the emergency response cleanup under the IEPA emergency response program and into the SRP. The team worked alongside a multidisciplinary team of professionals, including surface water engineers, aquatic biologists, and environmental scientists.
LNAPL Mobility Evaluation, Fall River, Massachusetts Performed LNAPL mobility calculations to evaluate plume mobility and transmissivity following the American Petroleum Institute guidelines. Used the results to prepare site closure documents under the Massachusetts Contingency Plan.
Tritium Site Investigation, Fulton, Missouri Performed a field investigation of a tritium leak at a nuclear energy center. Successfully coordinated investigation activities with an active nuclear plant. Supervised well installation, conducted hydraulic conductivity analyses using slug test and step drawdown test methods, and collected soil and groundwater samples. Subsequently managed data and authored reports.
Due Diligence Site Investigation, Quincy, Massachusetts Led site investigation activities at an urban property impacted by chlorinated solvents, petroleum, and metals. In addition to a traditional site investigation, evaluated potential vapor intrusion by conducting high volume sampling of subslab soil gas, soil sampling, and groundwater sampling. Also performed an analysis of the analytical data and drafted summary memoranda.
Phase II Environmental Site Assessment Investigations, Various Locations, Illinois Served as the field lead on numerous vapor intrusion Phase II environmental site assessments in Illinois. Work also included soil gas sampling, installation and sampling of subslab soil gas probes, and indoor air sampling to support due diligence property transactions.
Ryerson Creek Feasibility Study/Remedial Investigation, Muskegon, Michigan Worked on the feasibility study report and the feasibility study sampling effort at the Ryerson Creek Outfall, a portion of the Muskegon Lake area of concern under the Great Lakes Legacy Act. Drivers for the site include total petroleum hydrocarbons, oil and grease, PAHs, and metals. The team was tasked with completing the pre-design investigation, feasibility study, and remedial design under an aggressive schedule. Effort included preparing portions of the feasibility study plan and the quality assurance project plan for sediment and soil sampling at the site. Also performed sediment sampling to support the remedial design.

Ryerson Creek Feasibility Study/Remedial Investigation, Muskegon, Michigan Worked on the feasibility study report and the feasibility study sampling effort at the Ryerson Creek Outfall, a portion of the Muskegon Lake area of concern under the Great Lakes Legacy Act. Drivers for the site include total petroleum hydrocarbons, oil and grease, PAHs, and metals. The team was tasked with completing the pre-design investigation, feasibility study, and remedial design under an aggressive schedule. Effort included preparing portions of the feasibility study plan and the quality assurance project plan for sediment and soil sampling at the site. Also performed sediment sampling to support the remedial design.
Feasibility Study, OU-2 Pierson’s Creek Superfund Site, Newark, New Jersey Served on a multidisciplinary team to develop a feasibility study for the remediation of a Superfund site in Newark, New Jersey. The site is an active chemical manufacturing facility with historical impacts on shallow soils, shallow and deep groundwater, indoor air, and material in a historical concrete drainage system. Prepared the remedial action outcomes and the preliminary remedial objectives for all impacted media using the baseline human health risk assessment and the remedial investigation results. This project is ongoing.
Litigation Support
Multiple Former MGPs, New York Provided technical support for the evaluation of insurance claims regarding the operation of former MGPs in New York State. Efforts included assessing historical documents and operations records as well as preparing language and supporting exhibits for expert witness testimony.
PFAS Litigation and Expert Witness Support, Multiple Complaints, Nationwide Provided support to expert witness in the evaluation of claims regarding the occurrence of PFAS in public drinking water supplies and private wells.
CERCLA Mega-Site, Eastern United States For several years, served on a consulting expert team for a high-profile liability allocation and general litigation support project. Work involved investigating and analyzing historical and ongoing impacts on an urbanized industrial site encompassing multiple industrial waterways. Provided thorough reviews of historical and legal documents, engineering reports, construction drawings, and waste disposal records to support responsible third-party nexus packages and comprehensive visuals. Additionally, was a member of a small PCB forensics team working to establish critical linkages between historical process operations and current sediment contamination.
Portland Harbor Superfund Mega-Site, Portland Harbor, Oregon Provided technical support regarding PCB contamination at a former shipyard. Work products, which utilized statistical data analysis in R and ArcGIS, provided a greater understanding of the sources and transport of PCB-impacted sediment.
PAH Forensics, Southern United States Served on a consulting expert team for litigation work involving a spill of petroleum products. Work included evaluating parent and alkylated PAH data and conducting PAH fingerprinting analyses to distinguish client’s product from the background and third-party sources.
