Bio
Ms. Cristal Reagh is broadly trained in biology, ecology, and environmental studies. She is experienced in sample collection, data processing, and analysis. Ms. Reagh provides technical support for human health and ecological risk assessments, dredged material and sediment assessments, environmental site assessments, and stormwater compliance programs. She has experience collecting sediment, soil, groundwater, surface water, and biota samples. In addition, Ms. Reagh provides support for projects subject to the California Environmental Quality Act (CEQA) as well as performing biological monitoring.
Relevant Experience
Planning and Permitting
CEQA and Permitting for Various Sewer Rehabilitation Projects, Marin County, California — Provided CEQA, permitting, and biological support for Ross Valley Sanitary District on several infrastructure projects in Marin County. Aided in the development of the IS/MND, CEQA addenda, and Categorical Exemption/Notice of Exemption documents for various sewer rehabilitation projects. Specific areas of environmental analysis included aesthetics, geology and soils, hazardous materials, noise, public services, and recreation. In addition, conducted required natural resource surveys to identify biological resources present within the project site and conducted required analyses and reporting related to local, state, and federal jurisdiction over the project site and significance of project-related impacts to biological resources. Prepared a project-specific biological resource analysis to analyze potential for significant impacts to biological resources that may result from the remediation project.
Community Air Monitoring Plan (CAMP) Support for Site Redevelopment for a Rapid Transit Station, California — Provided support on development of an AB 617 compliant CAMP for a site redevelopment project for a rapid transit station in California. This included calculation of air quality thresholds for particulate-bound chemicals.
Pre-Design Studies for the Remedial Design for Yosemite Slough, San Francisco, California — Supported the pre-design studies for the remedy, including compilation of applicable or relevant and appropriate requirements and incorporation of environmental justice and permitting considerations.
Woolsey Road Riparian Restoration Project, Windsor, California — Conducted a forensic wetland delineation and supported the preparation of the corresponding report.
Port of San Francisco Sediment Remediation Project (Piers 39–43½), San Francisco, California — Supported CEQA documents, biological monitoring, and permitting for a project involving multiple pier areas along the San Francisco Waterfront. The project includes dredging and capping of PAH-contaminated sediment with the San Francisco Bay Regional Water Quality Control Board (Water Board) as the lead agency. Permitting agencies include the U.S. Army Corps of Engineers, Water Board, and San Francisco Bay Conservation and Development Commission with consultations on essential fish habitat and endangered species with the California Department of Fish and Wildlife, NOAA/National Marine Fisheries Service, and U.S. Fish and Wildlife Service.
Phase I Environmental Site Assessments, Nationwide — Conducted various Phase I environmental site assessments, including one solar panel portfolio consisting of 64 sites nationwide, and one 73-site solar panel portfolio. Conducted site visits and facilitated interviews with key knowledgeable persons. Conducted document review and research of relevant historical reports. Wrote the Level I site assessment reports, compiled all necessary components, and coordinated with the client for review and approval.
Stormwater Management
Monthly Dry Weather Monitoring and SWPPP Assistance, California — Conducted multiple compliance monitoring events (annual and monthly, depending on client needs) for various sites throughout Northern California. Managed data reporting to various state and local agencies. Coordinated best management practice improvements and implementation as well as necessary stormwater pollution prevention plan (SWPPP) updated with clients. Completed updates to annual Hazardous Materials Business Plans to ensure compliance with California Environmental Reporting System.
Sediment Sampling
Sample Management and Field Support for Sediment Sampling, Portland, Oregon — Managed more than 10,000 samples utilizing EPA-developed Scribe software. Created sample labels, confirmed sample matrices, coordinated with laboratories, and created chain-of-custody documents to ensure all samples were correctly analyzed. Additionally, performed surface and subsurface sediment sampling for chemical and toxicological analysis. Responsible for sample collection, processing, tracking, coordination with subcontractors, and coordination of sample shipment to analytical laboratory.
Sediment Sampling, Reporting and Analysis, Alameda, California — Developed and carried out a sampling and analysis plan to support suitability determinations for dredge permits and compliance with the drydock general permit. Sediment sampling efforts included surface and subsurface sediment sampling for chemical, toxicological, and benthic analyses. Additionally, conducted data analysis and reporting for Dredged Material Management Office submittal and in compliance with California’s Sediment Quality Provisions and Sediment Quality Objectives program.
Cost Allocation
Portland Harbor Superfund Site Allocation, Portland, Oregon — Supported expert report development for cost allocation efforts for the Portland Harbor Superfund site. Conducted historical research focused on relevant properties within the Superfund site.
Human Health Risk Assessment
Human Health Risk Assessment for Former Creosote-Based Wood Treatment Facility, North Carolina — Contributed to a large baseline risk assessment to address releases of pentachlorophenol, carcinogenic PAHs, petroleum hydrocarbons, and dioxins and furans during historical operations at a former wood treatment facility. Assisted with the evaluation of human health endpoints for exposure to impacted soils and groundwater related to residential, commercial, and recreational land uses, and summarized resulting cancer risks and noncancer hazards.
Redevelopment Projects, Multiple Sites in California — Contributed to human health risk assessments for multiple redevelopment projects in California. Contaminated sites included pesticide-impacted agricultural land, several industrial sites affected by volatile organic compounds, and other sites impacted by hazardous chemicals. Assisted in the evaluation of human health risks via direct contact and vapor intrusion into buildings.
Ecological Risk Assessment
Screening Level Ecological Risk Assessment, Yosemite National Park, California — Supported a screening level ecological risk assessment (SLERA) to determine whether soil conditions may pose a risk to ecological receptors at a former waste disposal area located in Yosemite National Park. Waste materials and potentially impacted soils were removed from the site. Evaluated the data for confirmation soil samples collected by contractors. Contaminants of potential concern are metals and dioxins/furans. SLERA findings from the confirmation soil sample results will be used to help guide further remedial action decision-making. Activities include data analysis, reporting, and project management.
Data Quality Assurance
R Programming — Provided support and quality assurance for functionality of R scripts. Responsible for analyzing coding problems, identifying issues, and implementing effective solutions for various data analytics projects.
