Mr. Charles McClain is a senior restoration ecologist and consulting ecologist based in Integral’s Sacramento Valley office. He has 17 years of experience, and leads ecological monitoring, habitat restoration, and regulatory compliance projects throughout California. Mr. McClain has managed complex, multidisciplinary efforts for public and private clients, including meadow, riparian, and wetland restoration; special-status species surveys and habitat assessments; and development of mitigation, monitoring, and long-term management plans. His background includes overseeing large-scale restoration monitoring programs, designing and implementing adaptive management strategies, and supporting CEQA, ESA, and Clean Water Act compliance. Mr. McClain is recognized for his technical expertise, strong project leadership, and ability to deliver practical, science-based solutions that meet client objectives and regulatory requirements.

Conducted preconstruction surveys, worker environmental awareness training, and construction monitoring to avoid and minimize impacts on VELB and its habitat.
Travis Air Force Base Natural Resources and Environmental Program Support, Solano County, California — To support the Travis Air Force Base’s Grazing Management Plan and Integrated Natural Resources Management Plan, served as project manager overseeing rangeland management and species surveys. Responsibilities included monitoring plant biomass, residual dry matter, invasive plant species, plant species composition, and overall rangeland condition. Oversaw amphibian, reptile, fish, bat surveys, and small mammal trapping to document habitat conditions and guide adaptive management across the installation.
Tri-Valley/Moller Ranch Property Breeding Pond Enhancement and Creation Assessment and Recommendations, Contra Costa County, California — Assisted with a reconnaissance level habitat assessment and preliminary hydrologic analysis of a Pacific Gas & Electric (PG&E) Company’s 81 acre property to evaluate opportunities for enhancing and creating California tiger salamander and California red legged frog breeding habitat. Reviewed vegetation, soils, topography, hydrology, and historical imagery; supported field evaluations of existing and potential pond sites; and collaborated with hydrologists to identify feasible enhancement and creation areas. Contributed to planning level recommendations for pond design, invasive plant control, site preparation, and monitoring to guide PG&E in developing future mitigation credits under the Bay Area Operations and Maintenance Habitat Conservation Plan.

Anderson Dam Seismic Retrofit: Biological Monitoring and Permitting Assistance, Santa Clara County, California — Supported Valley Water in preparing the Phytophthora Pathogen Management Plan and Post-Project Phytophthora Monitoring Plan for the Anderson Dam FERC Order Compliance Project and Anderson Dam Seismic Retrofit Project. Developed measures to prevent the spread of Phytophthora during reservoir drawdown and related construction activities and helped design baseline and post-project monitoring approaches to detect potential pathogen spread. Contributed to evaluating risk pathways and developing remedial and management options to protect sensitive native vegetation and meet regulatory compliance requirements.
Beale Air Force Base Natural Resources and Environmental Program Support, Yuba County, California — Conducted biological resources surveys for vernal pool fairy shrimp, western spadefoot, valley elderberry longhorn beetle, rare plants, and invasive species at Beale Air Force Base, Yuba County, in compliance with Beale Air Force Base’s Integrated Natural Resources Management Plan (INRMP) and in support of habitat restoration planning.
Boca Forest Health and Meadow Habitat Restoration, Nevada County, California — Managed botanical surveys and biological resources assessments for the 3,000-acre Boca Forest Enhancement project area in Nevada County. Kingridge Sanitary Sewer Line Improvements, San Mateo, California — Served as restoration ecologist supporting the City of San Mateo on the Kingridge Sanitary Sewer Line Improvements Project. Provided regulatory permitting assistance and prepared a detailed Mitigation and Monitoring Plan (MMP) to address construction-related impacts on riparian habitat associated with upgrades to a 60-year-old sewer line. The MMP outlined compensatory measures for impacts on CDFW- and RWQCB-regulated habitat, including planting native riparian trees and shrubs and discontinuing pruning of willow-riparian vegetation at Laurelwood Park to allow natural habitat expansion.
