A Northern California sanitary district consolidated their environmental consulting from multiple small firms to Integral’s unified team, streamlining CEQA compliance and permitting for their infrastructure improvement program. Since 2016, we’ve kept every project on schedule through proactive planning, insightful biological assessments, and successful tribal consultations.

Challenge
Aging sewer infrastructure requires timely repairs and upgrades, but each project needs CEQA compliance and permitting, including biological surveys and cultural or tribal cultural assessments and consultation, before construction can begin.
The District was using multiple consulting firms across different projects, creating coordination and consistency challenges. AB52 tribal consultation requirements added complexity to an already demanding CEQA process.
Our Role
The District brought Integral onboard for a particularly challenging CEQA project involving a complex remedial action on a site with wetlands and known cultural and tribal cultural resources. Based on the success with that project, we became the District’s single environmental partner through a Master Service Agreement (MSA), handling all CEQA and biological survey work and overseeing tribal consultations in coordination with competent archaeologists.
Working directly with District engineers during design phases, we identified environmental constraints early to minimize impacts. We partnered with a subcontractor experienced in tribal relations to navigate the AB52 consultation process effectively. Together, we built a trust-based relationship with the tribes and natural resource agencies.
