Ms. Melissa May has extensive experience advancing climate resilience across policy landscapes and built environments. She has partnered with state and local agencies on projects including resilient design guidelines and policy analysis for climate adaptation and managed retreat, topics on which she has published and presented widely. As a Principal, Ms. May leads projects and develops business and strategy for Integral’s Coastal Resilience team and collaborates on interdisciplinary resilience projects areas across the firm. Her comprehensive knowledge of the policy and regulatory landscape of climate resilience make her an invaluable problem-solving partner on complex planning and policy issues. Her inclusive, systems-based approach ensures that every project reflects a shared vision, builds community capacity, and provides a pathway to implementation. Eleven projects for which Melissa served as project manager or lead planner have received awards from the American Planning Association (APA), including three national APA awards, attesting to her commitment to excellence in planning and project delivery.
Ms. May maintains an active portfolio of volunteer activities, including serving as an appointed Planning Commissioner for the City and County of Honolulu and acting as Vice Chair of the American Council of Engineering Companies (ACEC) Hawai‘i Chapter. An avid supporter of Hawai‘i’s creative industries, she has also held leadership positions in organizations that nurture Hawai‘i’s creative talent.

State of Hawai‘i Office of Planning and Sustainable Development (OPSD) Coastal Zone Management Program and City and County of Honolulu Office of Climate Change, Sustainability and Resiliency, Hawai‘i Coastal Conservancy Feasibility Analysis, Statewide, Hawai‘i — Serving as planning lead and project manager for a feasibility analysis evaluating the potential structure, governance, funding, and implementation pathway for a Hawai‘i Coastal Conservancy. The study examines operational, financial, legal, and institutional considerations for a dedicated entity to coordinate and fund coastal projects, land acquisition, and restoration within Hawai‘i’s regulatory, cultural, and governance context. The team is comparing conservancy models from California and other jurisdictions, supported by engagement with a multiagency steering committee, interviews with conservancies and land trusts, and focus groups with Native Hawaiian organizations, land trusts, and county agencies. Deliverables include governance and funding comparisons, an engagement summary, a feasibility assessment, and implementation recommendations to guide the conservancy’s charter, governance, and funding strategy.
University of Hawai‘i Sea Grant Program, North Shore Beach Management Plan, O‘ahu, Hawai‘i — Led intensive community and agency engagement to support this regional planning effort to identify beach management strategies along a highly valued stretch of beaches on O‘ahu’s North Shore. Strategies aim to enhance coastal resilience and preserve public access through mitigating erosion using nature-based approaches. The process involved scientific study and modeling of coastal processes, as well as extensive community engagement, including facilitation of a working group, three community meetings, four focus groups, and agency consultations.

Mālama Pūpūkea Waimea, Pūpūkea Marine Life Conservation District Act 31, Carrying Capacity Study, O‘ahu, Hawai‘i — As project manager, supported the nonprofit organization Mālama Pūpūkea Waimea with a study to evaluate visitor carrying capacity at the Pūpūkea Marine Life Conservation District (MLCD) and recommend short- and long-term measures to protect and restore MLCD marine life and habitats. The project included implementation and monitoring of pilot measures to control access, foot traffic, and other stressors on the MLCD environment.
City and County of Honolulu Department of Planning and Permitting Transit Oriented Development Division (DPP-TOD), Climate Adaptation Design Principles, O‘ahu, Hawai‘i — As project manager, assisted DPP-TOD with developing guidance on designing sites and buildings in urban areas for climate adaptation to hazards including flooding, extreme heat, and sea level rise. In coordination with a subconsultant, assembled local, national, and international best practices and coordinated with City agencies to develop a guidance document targeted to City agencies, developers, and the design community. The project was recognized with a 2021 APA Hawai‘i Chapter Best Practice award and presented at the National Planning Conference.

Kaua‘i County Special Treatment-Coastal Edge Overlay Zone Development Standards, Kaua‘i, Hawai‘i — Served as project manager to develop standards and review criteria for new developments proposed within the County’s new Special Treatment-Coastal Edge zoning overlay. The standards and criteria were adopted by the County Council and integrated into the County’s comprehensive zoning ordinance. The County later incorporated the work to inform development and adoption of a new Sea Level Rise Constraint District island wide, which received a national APA Resilience and Sustainability Award, as well as a Best Practice award from the APA Hawai‘i Chapter.
Surfrider Foundation, North Shore Coastal Resilience Working Group, O‘ahu, Hawai‘i — As project manager, led a partnership with the Surfrider Foundation and the University of Hawai‘i Sea Grant to convene and facilitate a working group of elected officials, North Shore residents, community organizations, and agencies to identify adaptation solutions for current and future climate change impacts and develop recommendations for implementation. A final report was prepared and circulated to decision-makers, resulting in a $1M appropriation in the 2024 State Legislature for development of a North Shore Beach Management Plan. The project was recognized with an APA Community Based Planning Award from the APA Hawai‘i Chapter.

Vulnerability & Adaptation Planning
County of Maui Department of Parks and Recreation, Baldwin Beach Park Climate Adaptation Plan, Maui, Hawai‘i — Serving as principal-in-charge for a project working with a consulting firm to develop a climate adaptation plan for Baldwin Beach Park in Pā‘ia, Maui, bringing together previous studies and master planning efforts to develop community-supported strategies for short and long-term climate adaptation of the park’s built and natural features. The project includes extensive stakeholder engagement with a project advisory committee and the greater community.
County of Maui Department of Parks and Recreation, Hoaloha Park Climate Adaptation Plan, Kahului, Maui, Hawai‘i — Served as project manager of this project for the County of Maui Department of Parks and Recreation to develop a climate adaptation plan for a heavily used park in Kahului Harbor on Maui. The adaptation strategies were developed in close coordination with park users and other stakeholders, and incorporated modeling of anticipated sea level rise, erosion, and other climate change-related impacts.
City and County of Honolulu Department of Planning and Permitting, Waikīkī Climate Adaptation Plan, Waikīkī, O‘ahu, Hawai‘i — As deputy project manager and engagement lead under the prime consultant, supported the preparation of the Waikīkī Climate Adaptation Plan (Adapt Waikīkī 2050). The project was commissioned by DPP to envision long-range scenarios for climate impacts and develop near-term recommendations to enhance resilience in the Waikīkī Special District over the next 30 years. The Adapt Waikīkī 2050 planning process will engage community members, experts, agencies, and other stakeholders in identifying policies, public projects, and updates to the Waikīkī Special District Design Guidelines to guide infrastructure and private development.
City and County of Honolulu DPP-TOD, Iwilei Resilience Roundtable, Honolulu, O‘ahu, Hawai‘i — As project manager, worked with a consulting firm to plan and facilitate a workshop to explore climate adaptation options for the neighborhood of Iwilei in Honolulu. The workshop participants included climate experts, developers, and agencies.
Hawai‘i State Department of Transportation (HDOT), Route 310 and Route 19 Resiliency Feasibility Study, Maui and Hawai‘i Islands, Hawai‘i — Served as project manager of this study which aimed to support HDOT in exploring feasible alternatives to improve the resiliency of two routes identified as vulnerable to climate change exposure on Hawai‘i Island and Maui. The project considered alternatives including adaptive design of the existing transportation facility, mid- and long-term adaptive retreat, and “do nothing.” Coastal engineering solutions and nature-based solutions were also considered.
Emergency Response
State of Hawai‘i Office of Planning and Sustainable Development, Natural Disaster Economic Recovery Strategy, Statewide, Hawai‘i — Served as project manager for the preparation of a strategy to improve small business disaster preparedness statewide. The plan was developed with extensive stakeholder involvement, including a series of small business focus groups, an advisory group of disaster management agencies and experts, and a statewide survey of small businesses. The scope included recommended measures to be taken by public and private sector entities to improve small business resilience.
City and County of Honolulu Department of Emergency Management, O‘ahu Tsunami Evacuation Plan, O‘ahu, Hawai‘i — Worked with the Department of Emergency Management to develop refuge areas and tsunami evacuation routes for the North, West, and East shores of the Island of O‘ahu.
State of Hawai‘i Department of Accounting and General Services, Emergency Warning Sirens, Planning (Phase 2), Statewide, Hawai‘i — As planner, assisted the location and acquisition of sites for the State Civil Defense Emergency Siren modernization project at various sites statewide.
Planning and Permitting
DHHL General Plan Update, Statewide, Hawaiʻi — Served as project manager for the update of the DHHL General Plan, working closely with the department, Hawaiian Homes Commission, and beneficiaries to set a statewide vision and policies for the next 20 years. The plan included several novel components, including a statewide land use framework for Hawaiian Home Lands, an implementation and monitoring framework, and guidelines for infrastructure level of service. The plan was embraced by beneficiaries and adopted unanimously by the Hawaiian Homes Commission. It received national and local awards from APA.
Honolulu Board of Water Supply East Honolulu Watershed Management Plan, Honolulu, Hawaiʻi — Served as project manager, assisting the Board of Water Supply with a plan to identify critical water issues and future demand scenarios for water use in East Honolulu. Recommended projects and strategies were developed to address issues and ensure a sustainable water supply for East Honolulu over the next 20 years. The Plan was widely supported by the community and adopted unanimously by the City Council.
County of Kauaʻi, East Kaua‘i Community and Circulation Plan, Kauaʻi, Hawai‘i — Served as project manager supporting the County of Kauaʻi with preparation of the East Kauaʻi Community and Circulation Plan (EKCCP). The first long-range comprehensive plan for the region, the EKCCP includes policy recommendations for land use, transportation, housing, urban design, climate adaptation, infrastructure, and other topics affecting the region. A series of technical studies and comprehensive community engagement program are included in the scope.
County of Kaua‘i Planning Department, Kaua‘i General Plan Update, Kaua‘i, Hawaiʻi — Over 3.5 years, worked as project manager in concert with the County of Kaua‘i Planning Department. Worked with community leaders, agencies, and elected officials to develop a new General Plan Framework consisting of a vision statement, 4 overarching goals, 19 key policies, 42 objectives, and 607 actions. The plan was adopted in 2018 and was honored with the 2018 APA Hawai‘i Chapter’s 2018 Outstanding Planning Award, as well as the APA National 2019 Daniel Burnham Award for a Comprehensive Plan.
DHHL Waimānalo Regional Plan Update, O‘ahu, Hawai‘i — As principal-in-charge, led the update of the DHHL’s Regional Plan for Waimānalo. The project documented current conditions and changes since the last update. Current community projects and priorities were identified through beneficiary consultation with native Hawaiian homesteaders in the community.
Honolulu Board of Water Supply, Wai‘anae Watershed Management Plan Update, O‘ahu, Hawai‘i — As principal-in-charge, led the first-ever update of a Board of Water Supply Watershed Management Plan, for the district of Wai‘anae. The scope included evaluating progress and implementation of the original plan, working with community members to identify current projects and priorities, and developing a detailed water supply and demand model and implementation plan to ensure a sustainable water supply for the region to 2045.

DHHL ‘Ewa Beach Homestead Master Plan and Environmental Assessment, O‘ahu, Hawai‘i — Served as project manager for work on a master plan and environmental assessment being prepared for a new residential Hawaiian homestead community on DHHL lands in ‘Ewa Beach. The process includes beneficiary and stakeholder engagement, technical studies, preparation of a preliminary engineering report, and a beneficiary survey to inform the Master Plan and environmental assessment alternatives.
City and County of Honolulu Department of Planning and Permitting, North Shore Sustainable Communities Plan Update, O‘ahu, Hawai‘i — Served as project manager for the update of the City and County of Honolulu Department of Planning and Permitting’s North Shore Sustainable Communities Plan. The plan establishes the vision, policies, and land use patterns for the North Shore Planning District through 2040 and beyond. It was developed using an inclusive process that combined research and data collection with community input. The planning process analyzed and addressed new and emerging policy issues including climate change and sea level rise, as well as economic and tourism implications from COVID-19.
DHHL Anahola Regional Plan Update, Kauaʻi, Hawaiʻi — As principal-in-charge, led the update of the regional plan for the DHHL homestead communities in Anahola and Moloaʻa on Kauaʻi. The project involved background research to update the previous Regional Plan; community engagement on issues, opportunities, community vision, and potential projects; and presentations to the Hawaiian Homes Commission. The plan received widespread community support and was adopted by the Hawaiian Homes Commission.
DHHL Hanapēpē Homestead Master Plan and Environmental Assessment, Kaua‘i, Hawaiʻi — As project manager, assisted DHHL with planning, public engagement, technical site studies, and environmental compliance for the development of a rural Hawaiian homestead community on approximately 365 acres of DHHL-owned lands in Hanapēpē, Kaua‘i.
State Department of Accounting and General Services, Waimānalo Community Values and Priorities Project, O‘ahu, Hawai‘i — Served as project manager for the State Department of Accounting and General Services to prepare a community-driven planning document for Waimānalo. Worked closely with community leaders and area legislators to document the community values and priorities shared by residents of Waimānalo, and to capture stories and projects that embody them. The plan provides a framework for action by community members, government agencies, private interests, and others with an interest in the Waimānalo area.
County of Kaua‘i Planning Department, Līhu‘e Community Plan, Kaua‘i, Hawai‘i — As senior planner, worked closely with the County of Kaua‘i to develop a 20-year plan and vision for the Līhu‘e District of the Island of Kaua‘i. Facilitated community participation and input through public events, presentations, and Community Working Group meetings, and served as lead writer on the Community Plan. The Community Plan provides policy guidance for future growth, land use, and development within the Līhu‘e District.
County of Hawai‘i Department of Research & Development, University of Hawai‘i Agriculture Critical Investment Needs Assessment, Hawai‘i Island, Hawai‘i — Served as project manager, evaluating needs and gaps in the University of Hawai‘i system’s support of the agricultural industry on Hawai‘i Island. A needs and gaps assessment was prepared based on research and stakeholder interviews, and recommendations were developed for critical investments to address identified needs, which were incorporated into the County’s U.S. Economic Development Administration Build Back Better Phase 2 Grant application and summarized in a final report.
City and County of Honolulu Department of Community Services, Foodscaping Pilot Project for Public Housing, O‘ahu, Hawai‘i — Served as project manager for the execution of an urban garden foodscaping pilot project for special needs housing populations in partnership with the City and County of Honolulu Department of Community Services. The project was funded through Coronavirus Relief Funds administrated by the Hawai‘i Community Foundation and resulted in gardens developed at seven sites serving more than 1,000 people.
Maui Metropolitan Planning Organization, Youth Outreach Activity, Maui, Hawai‘i — Served as principal-in-charge for the project assisting the Maui Metropolitan Planning Organization with developing a game targeted toward educating and gathering input from youth on transportation issues and priorities. The “Game of Roads” was designed and developed, and tested at two youth events on Maui.
City and County of Honolulu Department of Planning and Permitting Transit Oriented Development Division, Underground Utility Assessment and Street Tree Plan, Honolulu, O‘ahu, Hawai‘i — As senior planner, assisted the department with developing a street tree master plan and standards for the selection of street trees for communities located along the Honolulu rail transit corridor.

Maui Metropolitan Planning Organization, West Maui Greenway Master Plan, Maui, Hawai‘i — As principal-in-charge, supported a contract with Maui Metropolitan Planning Organization to conduct public outreach, preliminary design, and environmental review of a proposed multi-use greenway path in West Maui.
County of Maui Department of Parks and Recreation, West Maui Greenway Work Plan, Maui, Hawai‘i — Served as principal-in-charge for this project. As a follow up to the West Maui Greenway Master Plan, the County of Maui retained the firm to develop a detailed work plan identifying the first phase of the greenway to be developed and outlining the steps needed to permit, fund, develop, and maintain the greenway.
County of Maui Department of Public Works, Lower Honoapi‘ilani Road Complete Streets Project, Maui, Hawai‘i — As outreach lead, assisted the County of Maui Department of Public Works with stakeholder engagement around three concurrent projects along Lower Honopiʻilani Road in West Maui. The project was intended to expand multimodal safety and access and address coastal erosion impacts to the roadway.
City and County of Honolulu Department of Transportation Services, Pensacola Complete Streets Project, O‘ahu, Hawai‘i — As senior planner, assisted the Honolulu Department of Transportation Services with public engagement to support the design of complete streets improvements on Pensacola Street in Honolulu.
Maui Metropolitan Planning Organization and Hawai‘i Public Health Institute, Maui Quick Build Demonstration Project, Maui, Hawai‘i — Served as senior planner, assisting the Maui Metropolitan Planning Organization and Hawai‘i Public Health Institute with community engagement for a quick build demonstration project along Papa Avenue in Kahului. The aim of the project was to improve safety in the area around Lihikai Elementary School, while engaging the community in envisioning long-term needed improvements.
Papa Avenue Complete Streets, Kahului, Maui, Hawai‘i — As senior planner, planned and executed community outreach efforts to support complete streets improvements to Papa Avenue proposed by the County of Maui. Outreach included coordination with stakeholders, development of a virtual open house, and direct mailings to area residents.
Onehe‘e Avenue Roadway Improvements, Kahului, Maui, Hawai‘i — Served as senior planner on the project that involved the planning, outreach, and design of a collector road to reflect complete street and urban design principles that facilitate safe and efficient pedestrian, bicycle, and vehicle travel. A multimodal transportation sub-area study was completed that analyzed existing and future travel in the surrounding area to assess existing constraints and propose the future roadway cross section that incorporated best practices from the newly adopted Street Design Manual and national complete street principles.
Hawai‘i Department of Transportation Farrington Highway Corridor Study, O‘ahu, Hawai‘i — As senior planner, worked with HDOT to develop and implement a community outreach program to engage community leaders, schools, and other organizations in identifying and prioritizing context-sensitive solutions to safely accommodate all modes along Farrington Highway on the West side of O‘ahu.
County of Hawai‘i Planning Department, Hawai‘i County Complete Streets Program. Hawai‘i Island, Hawai‘i — As project manager, led the development of a County-wide Complete Streets Program for Hawai‘i County, including development of a Complete Streets Design Manual and recommended changes to codes and policies to incorporate multimodal transportation best practices.
Hawai‘i Department of Transportation Hāmākua Coast Corridor Study, Hilo, Hawai‘i — Served as senior planner for an HDOT study of a 50-mile segment of Highway 19 (Hawai‘i Belt Road), from Mud Lane in Waimea to Wailuku Bridge in Hilo. Prepared an analysis of land use and regional multimodal connectivity.
People’s Advocacy for Trails Hawai‘i (PATH), Hawai‘i County Vision Zero Action Plan, Hawai‘i Island, Hawai‘i — Managed a project as a subconsultant to PATH for the preparation of the County of Hawai‘i’s Vision Zero Action Plan. Oversaw preparation of crash maps and analysis to inform the development of actions, developed the plan layout and framework, and assisted with the plan development. The plan was recognized with a Transportation Planning Award from the Hawai‘i APA Chapter.
City and County of Honolulu Complete Streets Program, Honolulu Urban Core Complete Streets Project, Honolulu, Hawai‘i — Served as project manager for a project to identify and develop design solutions for more than 16 miles of major roadways within Honolulu. Coordinated and oversaw all community engagement activities and coordinated efforts between the client and the firm’s civil group to provide design support, cost estimation services, and surveying.
City and County of Honolulu Complete Streets Program, Nu‘uanu/Liliha Complete Streets Project, Honolulu, Hawai‘i — As deputy project manager, led community outreach for the City and County Complete Streets Program to develop complete streets design plans for Nu‘uanu Avenue and Liliha Street in Honolulu. Outreach included walking audits, formation of an advisory group, and public meetings to solicit stakeholder input. The project was recognized with an award from the APA Hawai‘i Chapter.
City and County of Honolulu Complete Streets Program, Downtown/Chinatown Complete Streets Implementation, Honolulu, Hawai‘i — Served as project manager for the first major initiative of the City and County of Honolulu Complete Streets Program in 2017. Over a period of 3 months, the project team completed data collection, traffic analysis, and a comprehensive public engagement program that reached more than 500 stakeholders through innovative techniques. More than 300 comments were received to inform the development of design solutions for the area.
County of Hawai‘i Planning Department, Downtown Hilo Multimodal Master Plan (DHMMP), Hawai‘i Island, Hawai‘i — As senior planner, contributed to the development of the stakeholder engagement program and acted as the lead writer on the plan. The DHMMP is aimed at identifying implementing actions to make downtown Hilo more walkable, bike-friendly, and vibrant. Coordinated a stakeholder advisory group, oversaw seven focus groups with key stakeholders, and planned and executed a community-wide meeting with 200 participants. The plan was recognized with a Transportation Planning Award from the Hawai‘i APA Chapter.
Honolulu Department of Planning and Permitting Transit Oriented Development Division, Wayfinding App Development, Honolulu, Hawai‘i — Served as project manager working with subconsultant Two Twelve to design a mobile app for the City and County of Honolulu that addresses transit and mobility. The app was to include trip planning and schedules for the bus, the rail system, bike share, and other modes, and integrate payment through the Holo Card system. Colleagues oversaw the coordination of the app design between Two Twelve, the client, and other City agencies including the Department of Information Technology, Honolulu Authority for Rapid Transportation, and Department of Transportation Services.
Hawai‘i Department of Land and Natural Resources Hāmākua Marsh Pathway Project, Kailua, Hawai‘i — Served as public outreach lead for the project that included the planning, outreach, and design of phased multimodal improvements to the Hāmākua Marsh. Phase 1 included the design of a landscaped buffer in addition to a hillside trail for improved access control and maintenance. Phase 2 included the planning, analysis, and design of an off-street multimodal pathway that traverses the edge of the marsh, crossing over Kailua Road, and connecting to the Kawainui Marsh levee path. The project incorporated best practices in complete streets, urban design, and sustainability.
County of Hawai‘i Mass Transit Agency, Pāhoa Transit Hub, Hawai‘i Island, Hawai‘i — Served as outreach lead for the study and environmental assessment to site and develop a transit hub and co-located library in Pāhoa Town in the Puna District of Hawai‘i Island. The project was led by the County of Hawai‘i Planning Department and Mass Transit Agency with support from the Hawai‘i State Public Library System and the State Office of Planning and Sustainable Development. Community outreach was conducted to inform the site selection for the transit hub and to gather input on the environmental assessment.

Hawaiian Electric, Electric Vehicle (EV) Charging Infrastructure Outreach, O‘ahu, Hawai‘i — Serving as planner, assisted with the preparation of an online story map to provide education and gather public input on the siting of new EV charging stations across Hawaiian Electric’s service territory.
First Wind, Kaheawa Wind Farm Expansion, Maui, Hawai‘i — As planner, prepared the environmental impact statement (EIS) and Conservation District Use Permit for a 20 MW expansion of the existing 30 MW commercial wind farm at Kaheawa Pastures on Maui. Helped the owner fulfill permitting conditions imposed during the approval of the existing facilities.
Hawaiian Electric, Kahuku Wind Monitoring Station, O‘ahu, Hawai‘i — Serving as planner, helped Hawaiian Electric Company obtain approvals to install and operate two meteorological monitoring towers in Pūpūkea on O‘ahu’s north shore. Work included preparing a Conservation District Use Permit application, obtaining endangered species clearance from the U.S. Fish and Wildlife Service, and coordinating with State Department of Land and Natural Resources land agents.
Honua Energy, Biomass Gasification and Electrical Power Plant, Island of O‘ahu, Hawai‘i — Serving as planner, contributed to early stage permitting consultations and environmental assessment for a proposed waste-to-energy facility at Campbell Industrial Park on O‘ahu.
Environmental Impact Assessment
Hawai‘i State Department of Education, Pohukaina 21st Century School, Honolulu, Hawai‘i — Served as senior planner on the project providing services to support public outreach and environmental compliance for the establishment of a new “21st century” vertical school, to be the state’s first, in Kaka‘ako. Outreach efforts included development of a stakeholder engagement plan.
University of Hawai‘i at Mānoa, College of Education Master Plan Update, Honolulu, Hawai‘i — As planner, contributed to a draft environmental assessment for a plan review use minor modification to update the University of Hawai‘i at Mānoa College of Education Master Plan.
Hawai‘i State Department of Education, Ocean Pointe Elementary School, ‘Ewa Beach, Hawai‘i — As contributing planner, aided in preparing an environmental assessment pursuant to Hawai‘i Revised Statutes, Chapter 343, for the construction and operation of a new public elementary school for the growing ‘Ewa community in west O‘ahu.
Hawai‘i State Department of Education, East Kapolei Middle School, Kapolei, O‘ahu, Hawai‘i — Served as contributing planner on this project, which involved the design of a new middle school to service a growing community located in Kapolei, O‘ahu. The project site was approximately 18 acres with 20,000 ft2 of unassigned classroom program area to serve an anticipated 600-student enrollment.
Hawai‘i County Department of Water Supply, Āhualoa Production Well and Reservoir, Island of Hawai‘i, Hawai‘i — Prepared a Chapter 343 Environmental Assessment for the exploration and development of a new municipal water supply well and reservoir on state land on the Island of Hawai‘i.

Hawai‘i County Department of Water Supply, Wai‘ula‘ula Stream Crossing Permit Coordination, Hawai‘i Island, Hawai‘i — Prepared permit applications for a fording of Wai‘ula‘ula Stream to provide construction and maintenance access to an irrigation well being developed on the client’s property. Permits included a Stream Channel Alteration Permit, Department of the Army Permit, and associated approvals required by the State Department of Health and the State Coastal Zone Management Program.
Weinberg Village, Waimānalo, O‘ahu, Hawai‘i — Serving as planner, completed a Chapter 343 Environmental Assessment and Honolulu Special Management Area (SMA) Permit application for the construction of a new community center for this homeless living facility.
HASEKO, Pāpipi Road Drainage Improvements, ‘Ewa Beach, O‘ahu, Hawai‘i — Serving as planner, integrated the civil engineering and other consulting efforts, prepared the environmental assessment, and drafted the land use permit applications (Dept. of Army Permit; Conservation District Use Permit, etc.) for HASEKO’s effort to develop the drainage system for the residential areas adjacent to its Ocean Pointe development.
Hawai‘i State Division of Aquatic Resources, Kalaeloa Artificial Reef, ‘Ewa, Hawai‘i — Served as planner and assisted the State Division of Aquatic Resources with the location, design work, and permitting needed to establish an artificial reef site offshore of ‘Ewa Beach, including preparation of an EIS and Conservation District Use Permit.
Kaua‘i Island Utility Cooperative (KIUC), Habitat Conservation Planning and Save Our Shearwaters (SOS) Program, Kaua‘i, Hawai‘i — In the role of planner, assisted with preparation of a Habitat Conservation Plan for endangered seabirds affected by KIUC’s power generation, transmission, and distribution facilities on the island of Kaua‘i. Organized and analyzed 25 years of data from the SOS program, contributed to annual reports, and helped develop a manual to standardize SOS procedures and operations.
Hilton Hawaiian Village, Duke Kahanamoku Lagoon Restoration, Honolulu, Hawai‘i — Serving as planner, developed the conceptual plan and obtained federal, state, and county permits for the rehabilitation of the Duke Kahanamoku Lagoon in Waikīkī, Honolulu, Hawai‘i. The improvements greatly improved the lagoon’s water quality and restored its value as a scenic and recreational resource.
Hawai‘i County Department of Water Supply, Keōpū-Pu‘uhonua Exploratory/Production Well and Reservoir, Hawai‘i Island, Hawai‘i — In the role of planner, prepared and processed a Chapter 343 Hawai‘i Revised Statutes Environmental Assessment for the installation and operation of an exploratory/production well and reservoir at Keōpū on the Island of Hawai‘i. Oversaw archaeological, botanical, and fauna surveys of the site.
Hawaiian Electric, Campbell Industrial Park Generating Station, Kapolei, Hawai‘i — As planner, prepared the EIS and major land use applications for Hawaiian Electric’s 110 MW generating unit in Campbell Industrial Park.
Hawaiian Electric, Waiau Power Plant Repairs and Modifications, O‘ahu, Hawai‘i — As planner, worked with Hawaiian Electric to obtain federal, state, and city permits required for three improvements to the Waiau Power Plant: 1) the replacement of deteriorated timber piles stabilizing the banks of Waiau Pond with new steel sheet piles; 2) installation of a new utility bridge; and 3) air intake improvements to two of the generating units.
Kaua‘i Island Utility Cooperative, Lydgate Substation Modernization, Kaua‘i, Hawai‘i — Obtained county use, special, and variance permits for the reconstruction and modernization of Kaua‘i Island Utility Cooperative’s existing Lydgate substation on Kūhiō Highway north of Līhu‘e.
Kaua‘i Island Utility Cooperative Kukui‘ula Substation, Kaua‘i, Hawai‘i — As planner, prepared the permit applications and supporting environmental assessment to modify a transmission line and construct a new electrical substation on Kaua‘i.
Environmental Monitoring
HASEKO, Ocean Pointe Marina Construction Monitoring, ‘Ewa Beach, O‘ahu, Hawai‘i — Served as planner on the project, where the team completed weekly monitoring and quarterly reports on the marina excavation at Ocean Pointe, ‘Ewa Beach, Hawai‘i, in compliance with HASEKO’s Department of the Army Permit and NPDES construction permit. The team established groundwater monitoring wells in the project to monitor groundwater levels and water quality.
HASEKO, Wetland Monitoring and Habitat Enhancement, ‘Ewa Beach, O‘ahu, Hawai‘i — As planner, monitored endangered native birds on the Ocean Pointe property for several years. Assisted with the creation of a habitat “island” for Hawaiian stilts in the wetland preservation area on the west end of the property. Prepared educational materials for the construction workers at the site.
HASEKO, Ocean Pointe Anchialine Pool Habitat Creation and Monitoring, ‘Ewa Beach, O‘ahu, Hawai‘i — Serving as planner, conducted a habitat creation and monitoring program for anchialine pools on the Ocean Pointe project site. Observed fauna in the pools, collected water samples for water quality determination, and evaluated the health of the habitat for two shrimp species.

Park(ing) Day, Honolulu, Hawai‘i — Co-organized parklets as part of international Park(ing) Day event. Deployed pop-ups in public parking spaces and engaged the community around walkability, resilience, and equity.
Tiny House Design Contest, Honolulu, Hawai‘i — Participated annually as a judge for a tiny home design contest with teams from various O‘ahu high schools.
National Kidney Foundation, Walk on the Wild Side Exhibitor/Facilitator, Honolulu, Hawai‘i — Implemented activations for the National Kidney Foundation event to promote walkable and healthy communities. Activations included information booths, street games, and placemaking tours of Chinatown.
Chinatown Bulbouts Creative Placemaking Activation, Honolulu, Hawai‘i — As project manager, partnered with local arts organizations FEAST and The ARTS at Marks to activate temporary bulbouts with public art and host a community event supporting local artists.
HIFI Fashion Annex, Honolulu, Hawai‘i — As project manager, partnered with General Growth Properties to activate a vacant space in Hawai‘i’s largest shopping mall with curated art exhibits featuring Hawai‘i fashion designers and artists.
OUTFIT Hawai‘i Fashion Designers Market, Honolulu, Hawai‘i — Served as project manager and partnered with Howard Hughes Corporation and the State Department of Business, Economic Development, and Tourism to activate a vacant 8,000 square foot space with a 3-day market featuring exhibits, fashion shows, panel discussions, and 70 local vendors.
Hawai‘i Fashion Month, Honolulu, Hawai‘i — As project manager and co-chair, developed and executed all aspects of Hawai‘i Fashion Month annually from 2013 to 2016. Secured funding from the state legislature; State Department of Business, Economic Development, and Tourism; City & County of Honolulu Office of Economic Development; and more than 50 corporate sponsors. Managed a team and steering committee. Developed a brand identity and marketing strategy and co-produced major events. Received an American Marketing Association Award for Best Marketing of an Event in 2013. The event expanded to Kaua‘i in 2014 in partnership with Kaua‘i Chamber of Commerce.
Japan International Fashion Festival, Tokyo, Japan — Served as co-organizer for the event. Partnered with the Department of Business, Economic Development, and Tourism to coordinate the participation of emerging Hawai‘i designers in the Hawai‘i Pavilion at Japan’s largest fashion trade show.
HIFI COOP at Ward Warehouse, Honolulu, Hawai‘i — Cofounder of the space, where the organization partnered with Howard Hughes Corporation to establish and operate a fashion incubator on the second level of Ward Warehouse shopping center. The space hosted a retail store, events, photography shoots, classes, and workshops, and provided affordable workspace for local designers.
Hawai‘i Fashion Incubator Pop-Up, Honolulu, Hawai‘i — As co-organizer, partnered with Ala Moana Center and Eight Inc. Architecture to transform a vacant retail space into a pop-up incubator with classes, workshops, events, fashion shows, and local design boutique.
50 Years of Fashion in Hawai‘i, Honolulu, Hawai‘i — Worked with Ala Moana Center to coordinate, install, staff, and promote an exhibit of historical fashion from Hawai‘i inside a retail space for a period of 30 days.
Green Style on the Big Isle, Kailua-Kona, Hawai‘i — Developed and executed an eco-fashion event in Kailua-Kona in partnership with go! Airlines and Hawai‘i RED Magazine. The event included speakers and panels, a fashion show, and a marketplace of O‘ahu and Hawai‘i Island Designers to network and promote sustainable local fashion.
Green Style on the Garden Isle, Līhu‘e, Hawai‘i — As an organizer, developed and executed an eco-fashion event on Kaua‘i including a kick-off party at the Sheraton Po‘ipū, a VIP reception, and a marketplace and fashion show at Kukui Grove Center in Līhu‘e.
