Mr. Max Busnardo is a senior restoration ecologist and principal in Integral’s San Francisco Bay Area office. He specializes in ecosystem restoration, wetland and riparian ecology, and climate adaptation strategies. Mr. Busnardo has more than 30 years of experience leading interdisciplinary teams through more than 250 multi-benefit projects for both public and private clients. He leads projects through all phases of the ecological design process from alternatives development to design, through permitting, construction, and long-term monitoring. His restoration experience covers a variety of California habitats―riparian, tidal wetland, freshwater wetland, freshwater pond, oak woodland and chaparral/coastal scrub. Mr. Busnardo is also expert in the restoration of contaminant/landfill/mining remediation sites. For more than 15 years, he has worked on multi-benefit projects that address anticipated sea level rise impacts and strengthen climate adaptation resiliency.
Prior to joining Integral Consulting, Mr. Busnardo was a principal and vice president at H. T. Harvey & Associates where he worked for 30 years.

Regionally Advancing Living Shorelines in San Francisco Bay (RALS) Project, Marin, San Francisco, and Alameda Counties, California — Serves as principal-in-charge for ecological design to restore subtidal and intertidal habitats at 10 pilot restoration sites in San Francisco Bay for the RALS project led by California State Coastal Conservancy. The RALS project seeks to prepare cutting-edge nature-based living shoreline designs that serve as a model for the next generation of living shoreline, climate adaptation designs in the Bay that can be integrated with multi-benefit projects that include coastal flood protection and public access improvements.
Pond A4 Resilient Habitat Restoration Project, Sunnyvale, California — Served as principal-in-charge for Valley Water’s Pond A4 Resilient Habitat Restoration Project. Work involves ecological design assistance for construction of shallow water shorebird foraging habitat built from the import and beneficial reuse of Valley Water’s stream maintenance alluvial sediments. The design incorporates sea level rise adaptation elements. H. T. Harvey prepared the Ecological Assessment Report that Valley Water utilized to successfully obtain CDFW concurrence for a CEQA Exemption via the CEQA Statutory Exemption for Restoration Projects. Work involves the design and construction of over 82 high-tide refuge islands in 13 tidal marsh ecosystems throughout the San Francisco Estuary’s baylands, to provide habitat for California Ridgway’s rail and salt marsh harvest mouse in the face of sea level rise.
San Francisquito Creek Flood Reduction, Ecosystem Restoration, and Recreation Project, San Mateo County, California — Serves as principal-in-charge for design of tidal salt marsh transition zone habitat mitigation and annual ecological monitoring for all habitat mitigation for the San Francisquito Creek JPA’s Reach 1 San Francisquito Creek Flood Reduction, Ecosystem Restoration, and Recreation Project. Led the design and construction monitoring of 5.7 acres of transition zone revegetation and 5 high tide habitat refuge islands at the Faber Marsh in the Palo Alto Baylands to improve high tide refuge habitat/sea level rise resilience for endangered California Ridgway’s rail and salt marsh harvest mouse. Cooley Marsh Salt Pond Restoration Project, East Palo Alto, San Mateo County — Managed construction and long-term ecological monitoring for the 165 acre Cooley Marsh Salt Pond Restoration Project. Implemented in 2000, this project is among the earliest large-scale tidal marsh restoration projects to be constructed in South San Francisco Bay. Max managed H. T. Harvey’s biological construction monitoring and quantitative vegetation monitoring/reporting for Year-10 of the project’s long-term monitoring program. The monitoring work involved quantification of native salt marsh and invasive Spartina surface area/percent cover and analysis of the 10 year temporal trajectory of habitat establishment.

Don Edwards National Wildlife Refuge Master Quality Assurance Project Plan, Fremont, California — Served as principal-in-charge for the U. S. Fish and Wildlife Service Don Edwards National Wildlife Refuge Master quality assurance project plan (QAPP), which includes two of the pond complex’s of the South Bay Salt Pond Restoration Project (SBSPRP). The SBSPRP restores a mix of tidal marsh and managed pond habitats in 15,100 acres of former salt ponds in San Mateo and Santa Clara Counties. H. T. Harvey, in collaboration with U.S. Fish and Wildlife Service and SBSPRP, prepared and is implementing a Regional Water Quality Control Board/Bay Conservation and Development Commission-approved Master QAPP for import of clean fill for salt pond maintenance and ecotone/horizontal levee creation.
Ecological Restoration
Lake Cunningham Park Water Quality Wetland Project, San Jose, California — Serves as senior wetland ecologist and technical advisor for Lake Cunningham Park Water Quality Wetland project. The project aims to reduce eutrophication and improve the water quality in Lake Cunningham, while enhancing user experience at the park. The H. T. Harvey team collaborated with a subconsultant to analyze existing conditions, opportunities, and constraints, and assess the feasibility of nature-based water quality interventions. The project includes a conceptual site plan wetland treatment systems and plan for recreational improvements for the park.
Bay Rise Park, Burlingame, California — Serves as principal restoration ecologist for tidal salt marsh restoration component and BRRIT regulatory permitting for the 9 acre Bay Rise Park on the shoreline of the San Francisco Bay. Leads restoration design basis to restore tidal marsh and transition zone habitat; a key component of new park’s environmental education for park users to appreciate nature-based sea level rise adaptation strategies. The project’s coastal flood protection elements are integrated with OneShoreline’s regional flood protection planning for the City of Burlingame’s shoreline along San Francisco Bay.
De-pave Park Project, Alameda, California — Served as principal of H. T. Harvey’s ecological restoration and BRRIT permitting pre-application work for the City of Alameda’s De-pave Park Project along the San Francisco Bay shoreline adjacent to the former Alameda Point Naval Airfield. Prepared the habitat creation plan for the ~21-acre urban ecological park which included creation of a mosaic of intertidal salt marsh, tidal marsh-upland transition zone, and rocky intertidal living shoreline habitats, with sea level rise adaptation components integrated with public access.
Pacific Flyway Center Project, Fairfield, California — Served as principal restoration ecologist for ecological design of Pacific Flyway Center, a world class Education Center situated on the edge of the Suisun Marsh that celebrates one of North America’s most important migratory bird corridors – the Pacific Flyway. The Center includes an extensive trail system through a created native wetland ecosystem. Max provided the ecological design basis for creation of 15 large brackish and freshwater wetlands within a 50 acre project area to attract a high diversity of native migratory and resident birds.
City of San Jose Parks and Trails Citywide Riparian Habitat Mitigation Planning and Management, San Jose, California — Leads the planning, construction, maintenance, and long-term ecological monitoring of 11 riparian mitigation projects along 5 major Santa Clara Valley creeks, totaling approximately 11 acres for the City of San Jose Parks, Recreation and Neighborhood Services Department Citywide Riparian Habitat Mitigation and Management Program. Work includes assisting with regulatory agency communication to successfully negotiate revised mitigation requirements to reach success, based upon achievable ecologically-based metrics. Provided oversight for implementation of the Guadalupe Oak Grove Park Management Plan on the ~50 acre park.
Anderson Dam Seismic Retrofit Project, Morgan Hill, California — Serves as principal restoration ecologist for habitat restoration/mitigation planning on Coyote Creek, for Valley Water’s Anderson Dam Seismic Retrofit Project (ADSRP). For Ogier Ponds-Coyote Creek Separation Project, led the wetland and riparian habitat restoration reference site study to provide a foundation for the habitat restoration basis of design; a ~175 acre study area along ~7,000 ft of Coyote Creek/Ogier Ponds. Leads preparation of the ADSRP’s Riparian and Wetland Mitigation and Monitoring Plan, including identification of suitable habitat restoration sites in the Coyote Creek watershed and design of freshwater marsh creation at the Ogier Ponds.
Upper Penitencia Creek Habitat Mitigation Project, San Jose, California — Oversees the long-term monitoring and site management of a team of ecologists and restoration hydrologists for a ~1,000-foot-long restored reach of Upper Penitencia Creek in the Coyote Creek watershed for the Santa Clara Valley Transportation Authority. Harsh Site Restoration
Penn Mine Ecosystem Restoration Project, Campo Seco, California — Served as H. T. Harvey’s project manager leading the restoration ecology design aspects of this project. The Penn Mine Project sought to establish native herbaceous and woody vegetation on a 30-acre abandoned copper and zinc mine in the Sierra Nevada Mountains. Mining activities removed the native vegetation and produced acidic soils (via pyrite oxidation) with elevated concentrations of copper and zinc. Worked closely with East Bay Municipal Utility District’s program manager and a multi-disciplinary consultant team to develop innovative plans and specifications to facilitate native habitat revegetation. This included subsoil chemical treatments, topsoil cover from salvaged onsite soils, topsoil amendments and native vegetation seeding and planting. Managed H. T. Harvey’s quantitative, long-term vegetation monitoring to track vegetation establishment and guided vegetation maintenance for four years following construction.
Leona Quarry Restoration Planning, Oakland, California — Managed preparation of revegetation plans for the Leona Quarry restoration project, a drastically-disturbed, quarried landscape. The project included the revegetation of coastal sage scrub, chaparral and oak woodland habitats across 800 vertical feet of steep, denuded quarry slopes. Collaborated with civil and geotechnical engineers to devise innovative and constructible topsoil amendment and erosion control methods. Conducted 5 years of post-construction vegetation establishment monitoring on the successfully revegetated slopes.
Presidio of San Francisco’s Mountain Lake Lead Remediation and Dredging Project, San Francisco, California — Served as principal-in-charge. The project dredged and disposed of lead contaminated sediments from the lake bottom. Directed the habitat impact analysis and revegetation design and construction monitoring to restore riparian and wetland habitat on the lake shoreline that was impacted by dredging and dewatering of dredged sediments.
Almaden Quicksilver Park Mercury Mine Tailing Remediation, San Jose, California — Served as the senior project manager for H. T. Harvey’s preparation of the revegetation design for this site along Alamitos Creek where extensive historic mercury-contaminated mine tailings were removed and capped. The site is located in a highly-sensitive area with high-quality riparian habitat and the federally-listed California red-legged frog.
South San Francisco Bay Shoreline Study Flood Protection Project, Santa Clara County, California — As principal-in-charge for restoration work for the U.S. Army Corps of Engineers South San Francisco Bay Shoreline Study Flood Protection Project, leads the development of the Basis of Design for earthwork and revegetation to create 90 acres of tidal marsh-upland ecotone habitat for endangered species on a horizontal, living levee. Led preparation of the Conceptual Revegetation Plan for 3.5 miles of engineered levee slopes. Analyzed tidal habitat changes among shoreline levee alternatives over an approximately 5,857-acre study area in the Alviso Salt Pond Complex.
Doyle Drive Revegetation Project, San Francisco, California — Managed the riparian, wetland, and scrub restoration design and construction for 8 U. S. Army landfill remediation projects and Doyle Drive Revegetation for the Presidio Trust. These projects integrated habitat restoration and landfill remediation, along with harsh site revegetation at 11 different sites covering over 50 acres.
Strategy to Advance Flood Protection, Ecosystems and Recreation Project (SAFER Bay), Santa Clara and San Mateo Counties, California — Principal-in-charge for H. T. Harvey’s work on all ecological aspects of the SAFER Bay Project-Strategy to Advance Flood Protection, Ecosystems and Recreation along San Francisco Bay. The consultant team in collaboration with the San Francisquito Creek JPA is currently developing the 10-30% design and Environmental Impact Report for 6 miles of coastal flood protection along the entire shoreline of the Cities of East Palo Alto and Menlo Park under a Measure AA grant from the San Francisco Bay Restoration Authority. H. T. Harvey’s ecologists are leading the JPA’s collaboration with representatives of the U. S. Fish and Wildlife Service Don Edwards National Wildlife Refuge, South Bay Salt Pond Restoration Project, and San Francisco Bay Restoration Regulatory Integration Team (BRRIT) to craft a preferred alternative that is the LEDPA and optimizes multiple benefits of flood protection, tidal marsh restoration, and managed pond enhancement within approximately 1,050 acres of the Ravenswood Salt Pond Complex.
Beneficial Reuse of Excavated Material in Tidal Marsh Restoration Project, Santa Clara, Alameda, and San Mateo Counties, California — Serves as principal-in-charge for ecotoxicity assessment for Santa Clara Valley Transportation Authority’s (VTA) Beneficial Reuse of Excavated Material in Tidal Marsh Restoration Project in Santa Clara, Alameda, and San Mateo Counties. Project proposes to beneficially reuse ~3 million cubic yards of tunnel excavated soils to support future tidal marsh restoration in the South San Francisco Bay. Serves as VTA’s contaminant quality assurance officer leading a team of ecotoxicologists that prepared Regional Water Quality Control Board (RWQCB)/San Francisco Bay Conservation and Development Commission (BCDC)-approved Bioassay Study Plan, conducting bioassays on tunnel soil samples (acute aquatic and benthic toxicity tests), led RWQCB/BCDC presentations on the bioassay plan and initial results, and oversees contaminant chemistry evaluation.
Coyote Valley Conservation Area Master Plan, San Jose, California — Serves as principal restoration ecologist on the large scale (1619 acre) Coyote Valley Conservation Area Master Plan (CVCAMP) for the Santa Clara Valley Open Space Authority, located in the northern portion of Coyote Valley in Santa Clara County. The project will conduct ecosystem restoration of a diversity of wetland, riparian, and upland habitats, in tandem with managed grazing, public access improvements and regenerative agriculture activities. Habitat restoration will facilitate movement of terrestrial mammals such as mountain lion across Coyote Valley between the Inner and Outer Coastal Range. Assists with the development of ecosystem restoration alternatives. He led the preparation of conceptual restoration and long-term management approaches for one of the largest freshwater wetland restoration effort in the San Francisco Bay Area at Laguna Seca, large-scale valley oak savanna restoration, and large scale riparian habitat restoration.
Pacheco Creek Restoration Project, Santa Clara County, California — Serves as principal-in-charge for Pacheco Creek Reserve Restoration Project for the Santa Clara Valley Habitat Agency, a project to create, enhance, and/or restore ~2 miles of stream channel, ~60 acres of willow and mixed riparian, ~20 acres of California sycamore alluvial woodland, ~15 acres of freshwater pond, freshwater marsh, and seasonal wetland habitats. Project was built in 2023. Max directed the feasibility study, alternatives development, habitat restoration and monitoring plan preparation, all regulatory permitting, and construction monitoring. Currently overseeing Year 2 of a 10 year ecological monitoring program.
Bay Area Rapid Transit Blankstein Wetland and Riparian Mitigation Site Monitoring, Maintenance, and Reporting, Fremont, California — Served as principal-in-charge for BART Blankstein riparian and wetland mitigation maintenance and monitoring, a 10-acre riparian and freshwater wetland mitigation project in Fremont. Oversaw 7 years of riparian and wetland vegetation maintenance and ecological monitoring and reporting. Negotiated with regulatory agencies to modify final success criteria to fit ecological trajectory of habitat establishment.
Riparian Restoration
Stanford University Habitat Conservation Plan, California Red-Legged Frog Ponds and Riparian Restoration, Design and Permitting, Stanford, California — Principal-in-charge priming the planning, design, construction and long-term monitoring for California red-legged frog breeding pond creation and riparian restoration under the Stanford University Habitat Conservation Plan. Led design-build team to construct 4 new CRLF breeding ponds and 0.5 acre of restored riparian habitat within a riparian corridor heavily impacted by prior quarry activities. Led the feasibility study, restoration plan, permitting, construction cost estimation, construction support, and 5 years of post-construction ecological monitoring that documented successful achievement of the habitat success criteria.
Treatment Wetlands
San Jose/Santa Clara Water Pollution Control Plant Estuary Impact Study, San Jose, California — Worked as staff and then managed H. T. Harvey’s work during a ~20 year study to assess the impacts of tertiary wastewater effluent discharge on the South San Francisco Bay tidal marsh ecosystem. The work included preparation of detailed vegetation maps and sediment studies to track the trajectory and determine the likely causes of plant community change over time between reference marshes and marshes receiving effluent discharge.
Wetland Treatment Options for the Lower Salinas River Watershed, Monterey and San Luis Obispo Counties, California — Managed H. T. Harvey’s work with an engineering subconsultant to assess the efficacy, size, and cost of in-stream versus off-channel wetland treatment options for agricultural drain water.
