Ms. Kimberly Smolij has 9 years of experience in environmental and geologic disciplines. She has successfully managed large-scale environmental site remediation efforts in her role as project manager, and she has worked on several types of projects, including those for industrial facilities subject to the Industrial Site Recovery Act (ISRA), school and childcare facilities, underground storage tank sites, landfill closure and redevelopment efforts, military sites, linear construction endeavors, and more.

Ms. Smolij has experience in the preparation of phase reports for submittal to the New Jersey Department of Environmental Protection (NJDEP), including those for preliminary assessment, site investigation, remedial investigation, and remedial action. She has also prepared Phase I and II Environmental Site Assessments (ESAs) to fit client needs.

Ms. Smolij also has field experience in conducting soil, groundwater, and vapor intrusion investigations. Her work includes conducting soil boring and test pit investigations, installing and sampling groundwater monitoring wells, and installing and sampling subslab vapor sampling points. She also has field experience in the oversight of underground storage tank closures and removals, the removal and installation of underground oil water separator systems, and the evaluation of septic systems.

Ms. Smolij has experience in using GIS programs to produce accurate, scaled figures of sites to map surficial and subsurface features and to aid in the preparation of conceptual site models. Specifically, she has prepared site maps, topographic maps (using publicly available light detection and ranging data), contaminant isopleth maps, groundwater elevation contour maps, and 3-dimensional models.

Site Remediation

School Building Remediation, Mullica Hill, New Jersey Managed the remediation of a school building where the gymnasium’s rubberized flooring had been cured using phenylmercuric acetate (PMA). Since the floor’s installation in the 1980s, mercury vapors were off-gassing from the flooring into the school building, leading to mercury vapor concentrations in excess of established indoor air action levels from the Agency for Toxic Substances and Disease Registry, the New Jersey Department of Health, and NJDEP. In addition to off-gassing into the school building, the mercury had infiltrated the concrete slab and contaminated the soil beneath the slab. Directed and coordinated the removal of the flooring material, the concrete, and the impacted soil from the interior of the structure. Provided direction and oversight for the thorough decontamination of the building interior. Coordinated the installation of a new concrete pad for the gymnasium and a new, non-PMA-containing floor. Collected post-remediation indoor air samples that exhibited no detections of mercury above laboratory reporting limits indicating remediation was successful. Reported the results to the NJDEP and the site was issued an unrestricted use response action outcome (RAO).
Former Textile Mill Remediation, Oxford, New Jersey Managed a large-scale project on an approximately 280-acre site. The site has supported numerous historical facilities and operations since the late 1800s, including nail manufacturing, a foundry, a machine shop, a warehouse, a cattle ranch, dye manufacturing, a water treatment plant, textile manufacturing, and the manufacturing of ordnance for the military during World War II. More recent site operations have included warehousing, a vehicle maintenance garage, and spaces for various contractor tenants to store their equipment. During the performance of the preliminary assessment, identified 34 areas of concern (AOCs) with approximately 250 distinct sub-AOCs. The project has received approval to proceed into the site investigation phase with the eventual goal of redevelopment into a solar farm. Also handled the monitoring report form (MRF) submittals in accordance with the site’s New Jersey Pollution Discharge Elimination System (NJPDES) permit.
Site Remediation, Ocean Grove, New Jersey Managed the remediation of a vacant site that included the coordination of EPA TSCA regulations and NJDEP guidance and regulations to remediate an area contaminated with PCBs. This project included the excavation of impacted soil and using a SESOIL (Seasonal Soil Compartment Model) contaminant transport model to document the potential for groundwater impacts associated with the former PCB contamination on site. This project has been issued an AOC-specific RAO.
Former Gas Station Remediation, Newark, New Jersey Closed out a project with former leaking underground storage tanks. Prepared a remedial action report that delineated the plume, provided lines of evidence for an offsite source of contamination comingling with the site’s plume, and argued for naturally occurring contamination. Applied for a remedial action permit for groundwater (RAP-GW) to address the site-related contamination. NJDEP concurred with the conclusions and issued a RAP-GW. The project was closed with a restricted use RAO with biennial monitoring requirements.
Car Dealership Site Remediation, Maple Shade, New Jersey Managed the remediation of a car dealership facility. This project began as a Phase I ESA and led to a limited Phase II ESA. Samples from the Phase II investigation indicated that the oil–water separator system on site had caused a discharge into the soil and groundwater. Coordinated and oversaw the removal of the leaking oil–water separator system, the remediation of impacted material around the system, and the installation of a new system in its place.
Concrete Plant Remediation, Ringoes, New Jersey Managed the environmental investigation of a concrete plant. The project began as a preliminary assessment that led to a site investigation and subsequent remedial investigation of soil and groundwater. Based on the findings of the remedial investigation, a remedial action was performed to remove PCB-impacted soil from a former underground storage tank excavation as well as PAH-contaminated soil associated with a former rail spur. The project has received an entire site unrestricted use RAO.
Former Industrial Manufacturing Facility Remediation, Paterson, New Jersey Managed the remediation of a former industrial manufacturing facility. The project began as an ISRA preliminary assessment. Subsequent investigation documented the presence of contaminated nonindigenous historical fill material on site. Planned and coordinated the capping of exposed areas of the site to mitigate unintentional exposure to the impacted fill material. This project included the preparation of a deed notice to act as an institutional control as well as the preparation of a remedial action permit application for soil to conduct biennial inspections and ensure the cap remains protective. Additionally, a virtual groundwater classification exception area was prepared to document potential groundwater impacts associated with the contaminated nonindigenous historical fill material on site. This property was issued a restricted use RAO.
Public Recreation Area Remediation, Elizabeth, New Jersey Completed a linear construction job under the Green Acres Program. Impacted materials were in an area where the city wanted to construct a public recreation area. The impacted materials were disposed of or capped. Closed out the job with a limited restricted use RAO.
