Ms. Julia Ryan is a geologist with 15 years of experience in site investigation, remediation, and environmental due diligence. She has been a licensed site remediation professional (LSRP) for 6 years. Ms. Ryan has performed and managed numerous soil, groundwater, and vapor intrusion investigations as part of remedial programs on behalf of private sector clients in several industries. She has prepared and submitted a wide range of regulatory reports, from preliminary assessments to remedial action reports. She has also issued a response action outcome for one of her cases and supported the issuance of a remediation-in-progress waiver for one case. These activities were completed in accordance with NJDEP technical requirements for site remediation, the Site Remediation Reform Act, the Industrial Site Recovery Act (ISRA), and underground storage tank (UST) regulations and associated guidance documents.

Site Remediation

ISRA Closure, Pennsville, New Jersey Served as LSRP of record for two ISRA cases at the facility. More than 250 areas of concern were identified, with 150 soil borings required to complete the site remedial investigation for a variety of contaminants in soil at leaseholds within the former and current chemical manufacturing facilities. Completed a statistical evaluation of property-wide contamination in comparison to leasehold contamination to support no further action in multiple areas of concern. Prepared a preliminary assessment/site investigation (PA/SI) report and remedial investigation report, including obtaining a mandatory timeframe extension for the PA/SI report. Potential remedial action design includes excavation and/or engineering and institutional controls. Prepared and submitted an application for a remediation-in-progress waiver.
ISRA Closure, Bloomfield, New Jersey Served as project manager for an ISRA site undergoing redevelopment from the former manufacturing operations to a multitenant residential apartment complex in Bloomfield, New Jersey. The site contaminants were chlorinated solvents in both the overburden and shallow bedrock aquifers. The selected remedy included targeted injections of emulsified vegetable oil and microbial cultures in the source area and a biobarrier trench. Prepared an application for a permit-by-rule for additional injections into bedrock. Planned and implemented bedrock injections and oversaw the long-term monitoring program. Prepared an application for classification as an exception area for overburden and shallow bedrock, including horizontal extent modeling and duration calculations and cross sections. Evaluated data for a commingled plume and implemented vapor intrusion investigations at nearby residential and commercial buildings. Prepared remedial action report for closure.
Groundwater Remediation, West Windsor, New Jersey Served as LSRP of record and project manager for the remedial investigation and remediation of chlorinated solvents in groundwater and vapor intrusion. Overburden and bedrock groundwater were impacted, with likely offsite sources. Ecological receptors nearby required investigation and potential remediation. Also served as LSRP of record for the associated immediate environmental concern identified during the remedial investigation activities.
Groundwater Remedial Investigation and Remediation, Moonachie, New Jersey Served as LSRP of record and project manager for the completion of remedial investigation and remediation of 1,4-dioxane and chlorinated solvents in groundwater. Oversaw installation of shallow and intermediate overburden monitoring wells, as well as bedrock wells. Prepared the PA/SI report. Investigated potential offsite source contribution of contamination.
Groundwater Remedial Investigation and Remediation, Monmouth Junction, New Jersey Served as project manager for a New Jersey Spill Act case involving the remediation of 1,2,4‑trichlorobenzene, its breakdown compounds, aniline, and nitrobenzene in overburden, weathered bedrock, and competent bedrock. Used Earth Volumetric Studio software to visualize the subsurface. Evaluated injections, phytoremediation, and other remedial action approaches to meet cleanup goals. Performed ecological evaluation for nearby surface water bodies.
Groundwater Remedial Investigation and Remediation, Wall, New Jersey Served as task manager for a New Jersey Spill Act case involving the remediation of chlorinated solvents in groundwater associated with a former dry cleaner. Performed vapor intrusion sampling at each tenant space in the strip mall. Prepared a remedial investigation report.
Soil Remedial Investigation and Remediation, Newark, New Jersey Served as project manager for the remediation of hexavalent chromium in soil and groundwater at two properties in New Jersey, under an administrative consent order with NJDEP. Performed soil sampling to delineate impacts and to support soil excavation activities. Monitored well sampling to assess current conditions. Prepared remedial action work plans for soil remediation.

Performed soil sampling to delineate impacts and to support soil excavation activities. Monitored well sampling to assess current conditions. Prepared a remedial action work plan for soil remediation.
Remedial Investigation and Remediation, Philadelphia, Pennsylvania Served as task manager for the implementation of the Act 2 program for soils and groundwater impacted with chlorinated solvents, in overburden and shallow bedrock groundwater. Implemented targeted excavation using the Systematic Random Sampling spreadsheet. Prepared a final report for soil and a non used aquifer determination request, both of which were approved by PADEP. Managed the installation of vapor sampling points to evaluate whether vapor data are sufficient to justify no further groundwater investigation offsite near receptors.
Soil Remediation, Newark, New Jersey Served as task manager responsible for reviewing approximately 350 potential fill material donor sources to support the importation of 150,000 cubic yards of alternative and clean fill material, per the NJDEP Fill Material Technical Guidance. Fill material was ultimately used to raise site topography to meet FEMA flood grades. Assisted in the preparation of a remedial action report documenting the soil remediation and importation of fill material.
ISRA Closure, Carteret, New Jersey Served as task manager responsible for preparation of a soil remedial action report to close the site under ISRA. Assisted in groundwater monitoring program and data analysis. Prepared geologic cross sections to evaluate groundwater flow conditions.
Groundwater Remediation, Elkton, Virginia Served as project manager for the remediation of groundwater in shallow fractured bedrock. Remedial action technologies included use of calcium peroxide O-SOX, in situ oxygen diffusion devices (i-SOCs® and Waterloo EmittersTM), and bioaugmentation via pull/push methodologies. Contaminants included carbon tetrachloride, benzene, ethylbenzene, toluene, and xylenes.
PCB Remediation, Phillipsburg, New Jersey Served as task manager supporting investigation and remediation of PCBs in accordance with TSCA regulations. Installed ~50 soil borings in various areas of the site on a grid pattern and collected soil samples every 5 ft of vertical depth. As primary author, wrote two self-implementing plans (one per area) and submitted to EPA for approval. Implemented soil excavation activities and prepared final report for submittal to NJDEP.

ISRA Closure, Trenton, New Jersey Served as project manager for an ISRA site at an active facility with soil and groundwater contamination from petroleum, chlorinated solvents, and PCBs. Remedial investigation is mostly complete with remedial action consisting of postinjection monitored natural attenuation for groundwater and capping for soil. The site also has a commingled plume and bedrock contamination. Coordinated with the township to overcome permitting and stormwater control restraints on impermeable surfaces. Evaluated PCBs and developed a risk-based closure approach to comply with TSCA regulations.
Soil Remediation, Linden, New Jersey Served as task manager responsible for the soil and groundwater investigation of petroleum-related impacts at an active petroleum refining facility. Remediated groundwater containing light nonaqueous -phase liquid using a passive recovery system. Performed ecological investigation of wetlands and waterbodies adjacent to the site.
Soil Remediation, West Collingswood, Palmyra, and Haddonfield, New Jersey As task manager, was responsible for the soil and groundwater investigation of petroleum-related impacts at three former auto repair facilities. Implemented vapor intrusion sampling at an onsite building. Planned soil excavation to address recalcitrant benzene in groundwater. Addressed former and existing USTs.
Groundwater Remedial Investigation and Remediation, Fair Lawn, New Jersey Served as project manager for a New Jersey Spill Act case involving the remediation of 1,4-dioxane and lingering chlorinated solvents. Installed monitoring wells in overburden and bedrock. Implemented bioremediation using emulsified vegetable oil and microbial cultures. Performed long term monitoring, including the use of multilevel FLUTe wells.

ISRA Closure, Lakewood, New Jersey Served as task manager involving the preparation of a preliminary site assessment for a former plastic molding facility. Identification of historical dumping area via historical site records led to sampling and subsequent discovery of contaminants in groundwater associated with degraded plastic raw material (i.e., beads) that had been dumped and buried.
