Ms. Julia Richardson is an environmental engineer with 3 years of consulting experience preparing wastewater treatment system designs and bid packages, collecting and analyzing data, writing technical reports, and aiding in construction management and inspection. Ms. Richardson has performed alternative analyses, cost estimation, and design for several municipalities seeking state and federal assistance in upgrading wastewater infrastructure. She has extensive experience in preparing and reviewing contract documents, technical specifications, and project drawings, as well as processing and responding to contractor submittals, requests for information, and change orders.


Environmental Engineering

Wastewater Treatment Facility Consolidation Project, West Point, California Conducted community flow projections, treatment system hydraulic analyses, and infrastructure sizing calculations for the consolidation and upgrade of two nearby wastewater treatment facilities. Prepared a basis of design report, a 30% design cost estimate and all design submittal packages, including project drawings, technical specifications, and front-end specifications. Coordinated the bidding process by collecting and addressing contractor’s questions prior to bidding and analyzing bid packages. Performed value engineering after bid award as required by the State of California State Revolving Fund.
Wastewater Treatment Plant Solids Dewatering Upgrade, Auburn, California Aided in construction management and inspection of a screw press sludge dewatering system. Reviewed and responded to all contractor submittals, requests for information, and contract change orders. Analyzed equipment performance testing data and conducted troubleshooting by collecting sludge samples and analyzing for filamentous bacterial growth. Performed a lifecycle cost analysis assuming different performance scenarios of the new screw press system to determine the minimum necessary operating parameters.
Pump Station Improvements Project, Auburn, California Prepared all project drawings, technical specifications, and front-end specifications for the construction of a wastewater pump station. Coordinated the bidding process by collecting and addressing contractor’s questions prior to bidding, analyzing bid packages, and preparing a staff report for bid award. Aided in construction management by processing all contractor submittals, requests for information, and contract change orders.
Recycled Water System Upgrades, Colusa, California Performed activated sludge modeling for the expansion of an existing wastewater treatment plant. Analyzed the capacities of existing treatment plant infrastructure to determine project items to be included in the plant upgrade. Prepared a series of technical memoranda summarizing the state and capacity of existing facilities.
Algae Control Project, Colfax, California Prepared all project drawings, technical specifications, and front-end specifications for the construction of a suspended air floatation system for the removal of algae accumulated in wastewater equalization ponds.  Coordinated the bidding process by collecting and addressing contractor’s questions prior to bidding and analyzing bid packages.
Chlorine Bleach Conversion Project, Bodega Bay, California Prepared all project drawings, technical specifications, and front-end specifications for the construction of a chlorine bleach disinfection system to replace an outdated chlorine gas disinfection system.

Technical Writing

Reports of Waste Discharge under the National Pollutant Discharge Elimination System, California Wrote several reports of waste discharge for municipalities operating under the NPDES as well as those operating under General Orders. Performed the organization, analysis, and summary of all data required by each NPDES or General Order permit.
Selenium and Thallium Pollution Prevention Plan, Auburn, California Wrote a pollution prevention plan as required by the California Regional Water Quality Control Board in response to elevated levels of selenium and thallium in wastewater effluent. Analyzed effluent data for selenium and thallium and presented a plan for subsequent sampling should effluent levels remain above the maximum contaminant level.
California Water Resources Control Board Title 22 Engineering Report, Angwin, California Cowrote a California Water Resources Control Board Title 22 Engineering Report for the use of secondary undisinfected recycled wastewater in irrigating hay fields.

Planning and Permitting

Solar Array Construction Permitting, Maine Performed Natural Resources Protection Act and Site Location of Development permitting for several solar array construction projects across the state of Maine.

Data Analysis

Wastewater Infrastructure Asset Inventory, Auburn, California Collected, organized, and analyzed asset inventory data, including capital equipment costs, expected equipment lifecycle, failure risk, and failure impact, for all horizontal and vertical assets of a wastewater collection and treatment system. Asset inventory data were used to prioritize and plan capital improvements projects.
Stoneman Park Development Odor Study, Pittsburg, California Performed the organization and analysis of historical odor complaint data associated with a landfill in Pittsburg, California.  Created heat maps in ArcGIS and analyzed associated qualitative data to determine the potential for odor at a proposed development situated adjacent to the landfill.
Potable Groundwater Well Clogging Diagnosis, New Jersey Collected, organized, and analyzed parameters associated with biological, chemical, and physical fouling of potable water supply wells across New Jersey to identify the cause of well clogging and best rehabilitation procedures. Produced comprehensive data summary files for each well in the supply system.

Groundwater Monitoring

Analysis of Leach Field Operations on Groundwater Quality, Maine Performed groundwater elevation monitoring and water quality sampling at a series of monitoring wells around a community leach field. Summarized data and findings in quarterly technical memoranda.

Water Management

Hydraulic Dam Relief Well Rehabilitation, Maine and New York Collected and analyzed indicative parameters of biological, chemical, and physical clogging of relief wells.  Performed fieldwork related to the rehabilitation of relief wells at three hydropower sites based on the determined cause of well clogging.

Geotechnical

Landfill Construction Backfill Suitability Testing, Maine Performed gradation tests and standard proctor tests to determine the suitability of backfill used in the construction of new landfill cells.
