Bio
Ms. Jane Lien is a senior wildlife ecologist and consulting ecologist in Integral’s San Francisco Bay Area office. With 15 years of experience working in the public and private sectors, she has developed expertise in an array of central California special-status wildlife species and sensitive habitats. Ms. Lien has conducted thousands of hours of focused surveys for San Francisco Bay Area special status wildlife species and nesting birds. Her experience includes serving as an agency-approved qualified biologist for a number of listed species on projects throughout the region.. In addition, she has contributed to field research as part of teams studying northwestern pond turtle nesting ecology; California newt road mortality; giant garter snake growth, reproduction and survival; and greater sage-grouse lek behavior and energetics.
As a consulting ecologist, she provides biological and regulatory compliance support for housing, commercial development, utility, transportation, water resources, recreation, and open space projects. Ms. Lien’s knowledge of the regulatory requirements for Bay Area special-status animals and regulated habitats allows her to effectively manage complex client projects requiring CEQA/NEPA project review, biological constraints analysis, resource agency permitting and endangered species consultation, bird-safe design assessments, special-status species surveys and monitoring, nesting bird and raptor surveys and monitoring, and construction implementation and permit compliance.
Prior to joining Integral Consulting, Ms. Lien was a senior wildlife ecologist and project manager at H. T. Harvey & Associates for seven years.

Portola Terrace Housing Project, Portola Valley, California — Managed pre-activity surveys for California red-legged frog, northwestern pond turtle, pallid bat, and San Francisco dusky-footed woodrats, and western leatherwood as well as ongoing nesting bird surveys, deterrence, and biological monitoring in support of tree removal activities and vegetation management for fuels reduction.
Ren Fu Villa Project, Gilroy, California — Served as project manager for a CEQA biological resources assessment project, a covered project under the Santa Clara Valley Habitat Plan. Performed field surveys and assessed impacts to special-status species and sensitive/regulated habitats, including the California tiger salamander, California red-legged frog, northwestern pond turtle, burrowing owl, Crotch’s bumble bee, San Francisco dusky-footed woodrat, tricolored blackbird, least Bell’s vireo, roosting bats, and wetlands and waters of the U.S. and state. Assessed collision risk with the proposed new buildings and provided recommendations to comply with Chapter 16.44.130(6) of the City of Menlo Park Municipal Code.
Harbor View Project, Redwood City, California — Managed preparation of an Avian Collision Risk Assessment. The project included construction of three office buildings, an amenity building, and a parking garage on the approximately 27.1-acre project site. Assessed collision risk with the proposed new buildings and provided recommendations to reduce impacts due to bird collisions to less-than-significant levels under CEQA.
Applied Materials Arques Campus Project, Sunnyvale, California — Managed preparation of an Avian Collision Risk Assessment in support of the project, which included the construction of a new research and development (R&D) building and an eight-story parking garage. Assessed avian collision risk associated with the new buildings and provided recommendations to minimize potential adverse effects on birds.
Private Real Estate Development Project, South San Francisco, California — Managed preparation of an Avian Collision Risk Assessment in support of a private real estate development project, which entailed the construction of an 11-story and a nine-story lab and office building. Assessed bird collision risk associated with the proposed development and provided recommendations to minimize collision risks in accordance with the City of South San Francisco’s bird-safe design guidelines.
1220 Oakmead Parkway, Sunnyvale, California — Conducted reconnaissance-level surveys and prepared an Avian Collision Risk Assessment in support of the 1220 Oakmead Parkway Project in Sunnyvale, Santa Clara County. Assessed potential project impacts related to bird collisions and lighting hazards with a new six-story, 152-room hotel, and proposed project-specific mitigation measures to reduce impacts to less-than- significant levels under CEQA.
Line B-1 from Confluence with B at Richmond Blvd to Pleasant Valley Avenue Project, Oakland, California — Prepared a biological resources report, wetland delineation, and a regulatory permit application package, including a CDFW section 1602 Lake and Streambed Alteration Agreement application and RWQCB Waste Discharge Requirements application, in support of the Alameda County Flood Control and Water Conservation District’s Zone 12, Line B-1 Project, a culvert replacement project in Oakland, Alameda County.
Branaugh Property Development Project, Dublin, California — Prepared a USFWS Biological Assessment, USFWS Habitat Conservation Plan and CDFW Incidental Take Permit Application for the Branaugh Property Development Project, a residential development in Dublin, Contra Costa County. The assessment/plan/permits incorporated mitigation measures and best management practices of the East Alameda County Conservation Strategy and covered the state and/or federally-listed California red-legged frog, California tiger salamander, Crotch’s bumble bee, San Joaquin kit fox, vernal pool fairy shrimp, and longhorn fairy shrimp.
Anderson Dam Seismic Retrofit Project, Morgan Hill, California — Prepared a permitting application package for Valley Water’s Anderson Dam Seismic Retrofit Project, including a Delineation of Regulated Habitats, CDFW LSAA application, Clean Water Act Section 401 and 404 permit applications, and a Valley Habitat Plan Application.
Calero/Guadalupe Dam Seismic Retrofit, San Jose, California — Currently managing preparation of technical studies for Valley Water’s Calero/Guadalupe Dam Seismic Retrofit Project, including a Delineation of Regulated Habitats, Special-Status Plant Survey Report, Biological Resources Technical Report and the Biological Resources chapter of the project’s EIR. Work at the Guadalupe Dam site also included pre-activity surveys for bald and golden eagles.
Almaden-Calero Canal Rehabilitation and Maintenance Project, San Jose, California — Managed the preparation of a Biological Resources Survey Report and a survey of 1,922 protected trees for Valley Water’s Almaden-Calero Canal Rehabilitation Project. The project required an in-depth GIS analysis of numerous overlapping city and county planning and zoning districts to determine the various criteria for protected trees within the 15-mile canal alignment.
