Ms. Jane Sund is an engineer with 20 years of professional experience in the environmental field. She specializes in construction quality assurance, preparing construction-related documents such as technical plans and specifications, conducting site investigations, and preparing permit applications. Ms. Sund is also skilled in cost estimating, project management, client communication, and subcontractor management.


Planning and Permitting

Steel Mill, Portland, Oregon Preparation of joint permit application for riverbank source control measure to prevent soil and sediment impacted with PCBs and metals from adversely affecting the Portland Harbor Superfund site.
Former Glenbrook Nickel Facility Remedial Construction Contract Documents, Coos Bay, Oregon Supported preparation of joint permit application for remediation of 2,000 cubic yards of intertidal sediments impacted with nickel.

Remedial Design

Former Fertilizer Manufacturing Facility, Residential Yards Time-Critical Removal Action, Guánica, Puerto Rico Serving as engineer of record and construction quality assurance lead for a removal action addressing PCB-impacted soil in offsite properties.  With project manager, delineated excavation extents and developed key work plan elements.  Responsible for preparation of soil removal work plan, bid package documents, review of contractor proposals, subcontractor management, team coordination, and client communications.  Project planning involves consideration of several unique constraints including inclement weather, neighborhood impacts from previous natural disasters, paucity of municipal data including land ownership and utility infrastructure maps, potential presence of endangered flora and fauna, sourcing materials and labor on-island, and identification of suitable landfill space.  Work elements to include soil sampling, soil excavation and backfilling, and stormwater source control assessments.
Former Wood Treating CERCLA Facility, Columbus, Mississippi Construction quality assurance lead for voluntary removal action of creosote-impacted surface and subsurface soils in a portion of the Superfund site. Engineer of Record and construction quality assurance lead for time-critical removal action of stormwater ditch sediments and remedial action for removal of surface soils at offsite residential and commercial properties. Reviewed contractor submittals, performed onsite construction oversight, coordinated and collected field verification samples, prepared daily and weekly progress reports, and coordinated and executed weekly construction calls, and prepared construction completion reports.
Steel Mill, Portland, Oregon Construction quality assurance lead during implementation of a riverbank source control measure to prevent soil and sediment impacted with PCBs and metals from adversely affecting the Portland Harbor Superfund site. Source control elements included soil and sediment removal, bank reconstruction, and revegetation. Reviewed contractor submittals and performed onsite construction oversight. Supported the lead project engineer in preparation of joint permit application, engineering drawings, technical specifications, and preparation of construction completion report.
Former Wood Treating CERCLA Facility, Navassa, North Carolina Design engineer for remedial action work plan, design documents, and bid proposal to remediate environmental impacts associated with a former wood treatment facility. Led contractor bid proposal review process. Construction quality assurance lead and engineer of record for future remedial action.
Former Glenbrook Nickel Facility Remedial Construction Contract Documents, Coos Bay, Oregon Supported preparation of permit application documents, characterization of nearshore surface and subsurface sediment quality, sediment remediation engineering designs and specifications, reporting, and construction oversight. Provided construction quality assurance oversight of remediation of 2,000 cubic yards of intertidal sediments impacted with nickel, using land-based excavation techniques while working “in the dry” (i.e., coordinated excavation and backfilling to be conducted between tide cycles). Reviewed contractor submittals, documented construction activities, and supported preparation of construction completion report. A “no further action” determination was issued by the Oregon Department of Environmental Quality (DEQ) for the site.
Slip 4 100% Design Analysis Report, Lower Duwamish Waterway, Seattle, Washington Supported preparation of technical specifications for construction including sediment capping and dredging and excavation specifications. Supported development of plans for construction quality assurance, water quality management, and sediment sampling and analysis as part of a design analysis report. Field team lead for collection of sediment cores and surface grabs for geotechnical analysis and seep water samples for water quality analysis.
Remediation of Abandoned Railroad Line, Kellogg, Idaho Provided office and field support for construction oversight operations relating to the remediation of a 75-mile abandoned Union Pacific rail line in northern Idaho. Responsibilities included liaison with design team, state, and federal oversight personnel; review of field submittals, field changes, field purchasing, quality control and quality assurance, and technical documentation; field survey and materials testing (soil and asphalt), and other related support items.
Former Chemical Manufacturing Facility, Portland, Oregon Project manager and field engineer for stormwater water source control measure implemented at a former chemical manufacturing facility within the Portland Harbor Superfund Site. Supported development of technical plans and specifications for construction of stormwater source control measures, including capping, decommissioning of site stormwater collection system, and construction of drainage channels, detention basin, and sand filter prior to discharge to the river.
Former Glenbrook Nickel Facility Focused Feasibility Study, Coos Bay, Oregon Supported field investigation of sediments at the former Glenbrook Nickel facility located in Coos Bay, Oregon. Investigation included the collection of sediment cores and surface grab samples for chemical and physical analysis.

R&D

Use of Lagoons in Treatment of Swine Waste, University of Oklahoma, Norman, Oklahoma Research focused on lagoons as best management practices for the treatment of waste from a swine concentrated animal feeding operation.  Designed a sampler and sampling protocol for the collection of discrete samples within a two-stage lagoon system.  Conducted microbial and nutrient analysis using plate counts, high-performance liquid chromatography, total organic carbon, and gas chromatography to characterize factors influencing the system.

Site Investigation

Soil and Sediment Sampling, Watertown, Massachusetts Served as field team lead in the collection of surface soil and sediment samples for chemical and toxicological analysis. Responsible for procuring equipment. Trained staff in proper sediment sample collection and processing techniques.
Portland Harbor Remedial Investigation and Feasibility Study, Portland, Oregon Supported collection and processing of sediment (surface and subsurface), surface water, tissue, and transition-zone water samples. Deployed and collected samples from several types of transition-zone samplers in Portland Harbor, including diffusion-based small- and large-volume peepers and vapor diffusion samplers to ascertain the impact of contaminated groundwater on the biologically active sediment zone. Served as field team leader for collection of high- and low-volume surface water samples. Part of a common consultant team to provide operations and maintenance and collect stormwater samples from 23 upland facilities within the initial study area. Assisted in the development of health and safety plans and field sampling plans.
Wastewater Treatment Plant Influent Sampling at a Former Zinc Smelter Site, Blackwell, Oklahoma Served as field team lead for the installation of automated water samplers and trained onsite personnel in proper sample collection and processing techniques. Prepared standard operating procedure manual for field personnel. Also served as field team lead in the collection of wastewater samples (water, sludge, and air) to evaluate treatment system performance. Coordinated sample analysis requirements with laboratory. Prepared flow calculations and sample composite protocol from collection of 24-hour time-weighted wastewater samples.
Feasibility Study Field Investigation, Big River, Missouri Supported field effort for a study of a 50-mile reach of mining-impacted river. Tasks included the collection of soil and beach material to support development of site-specific preliminary remediation goals. Responsibilities included field team management and sample collection. Also provided oversight of sediment sample collection.
Deepwater Horizon Natural Resource Damage Assessment, Gulf of Mexico Worked in conjunction with a natural resource damage assessment team responding to the Deepwater Horizon accident and oil spill in the Gulf of Mexico on behalf of BP Exploration and Production Inc. Provided support during the collection of surface and subsurface water samples. Served as field team lead in development of sampling and analysis plan and processing of sediment cores at a laboratory. Responsible for training lab personnel on sampling protocol.
Upper Columbia River Sampling, Washington Supported collection of beach sediment samples at 34 beaches extending over 150 miles of the Upper Columbia River, as well as the collection and processing of several species of fish. Assisted in the development of standard operating procedures, health and safety plans, field sampling plans, data analysis, and reporting.
South Park Soil Remediation Project, Seattle, Washington Served as field investigation lead in the collection of soil samples using direct push technology for remedial investigation and design for cleanup of PCB-contaminated soil at a mixed-use residential/industrial site encompassing several city blocks located in south Seattle.
Semiannual Groundwater Sampling at a Former Wood Waste Disposal Landfill, Oakridge, Oregon Collected groundwater and surface water samples at a former wood waste landfill site. Analyzed field and analytical data to modify an existing environmental monitoring plan for the site that included a reduced list of analytes.
Soil, Groundwater, and Sediment Investigations at an Industrial Facility, Lake Charles, Louisiana Prepared budget estimates for project tasks and developed work plans and summary reports for a variety of investigations. Served as field supervisor for site investigations at an industrial facility, including construction oversight, borehole logging, monitoring well installation, and soil sampling. The primary focus of the investigation was the delineation of PCBs and PAHs in soil and volatile organic compounds in groundwater. Prepared quantity estimates for removal of PCB-impacted soils. Worked with a team to develop a sampling and analysis plan for the collection of sediment and surface water samples in an industrial ship channel. The objective was to delineate the horizontal and vertical extent of PCB- and PAH-impacted sediment for removal. Served as field supervisor during collection of samples and coordination of work with client and adjoining industrial facility.

Sediment Sampling

Steel Mill Pre-Design Investigation, Portland, Oregon Served as field team lead for collection of sediment cores for chemical and geotechnical analysis. Responsible for collection of chemistry sediment cores using vibracore sampler and collection and processing of geotechnical core samples using sonic technology. Performed in-situ vane shear testing at geotechnical core locations.
Fox Point Park Remedial Investigation and Feasibility Study, Delaware Served as field team lead for a sediment investigation located on the Delaware River. Responsible for coordination with vessel contractor, collection of surface sediment using a grab van Veen sampler, and collection of sediment core samples using a vibracore sampler.
Remedial Investigation and Feasibility Study Field Investigation, Delaware River, Delaware Provided field support for a study to investigate potential presence of contaminants. Tasks included the collection of surface sediment using a grab van Veen sampler, and collection of sediment core samples using a vibracore sampler and gravity core sampler.
PAH Source Identification in Onondaga Lake Bottom Sediments, Syracuse, New York Served as field team lead in the collection of core sediment samples from an urban lake. Responsible for procurement of vessel contractor, development of sampling plans, sample collection and lithological logging of sediment cores, and preparation of field sampling report.
West Bay Berth Deeping and Remediation Project, Port of Olympia, Washington Served as field team leader in the collection of surface sediment samples for chemical analysis and subsurface cores for chemical and geotechnical analysis. Developed sampling and analysis plan and health and safety plan for the collection of surface and subsurface sediments in order to identify data gaps for design planning purposes. Worked with team to prepare data summary report, which evaluated the extent of dioxin contamination and the geotechnical properties of the sediment to support evaluation of design strategies. Final design and implementation of the project is currently pending the Port’s identification of funding sources.

Site Assessment

Phase II Environmental Site Assessment, Portland, Oregon Project manager for a Phase II environmental site assessment on a vacant property most recently used for storage and maintenance of truck trailers. Drafted work plan and conducted field investigation that included soil classification and reconnaissance groundwater sampling. The analytical results were screened against multiple criteria for groundwater pathways as part of the investigation of the site. Prepared a Phase II environmental site assessment report.

Feasibility Studies

Former Snopac Site Sediment and Shoreline Source Control, Seattle, Washington Project manager and field lead for Model Toxics Control Act RI/FS to characterize site sediments and identify alternatives for cleanup. Led collection of sediment chemical characterization data and cap predesign data, including surface and subsurface sediment chemistry, porewater chemistry, and geotechnical properties. Assisted in preparation of combined (uplands and sediments) remedial investigation report with upland consultant and draft sediments feasibility study.

Stormwater Management

Former Chemical Manufacturing Facility, Portland, Oregon Project manager for the collection of stormwater samples as part of stormwater source control measure to treat metals, semivolatile organic compounds, and DDx prior to discharge to the river. Responsible for installation of automated water samplers and training of onsite personnel in proper sample collection and processing. Prepared standard operating procedure manual for field personnel. Responsible for coordination with onsite personnel during stormwater sampling and routine inspections, preparation of flow calculations and composite instruction for laboratory, and preparation of monthly monitoring reports for submittal to DEQ.

Sediment Investigation

Dredge Material Sediment Characterization, Washington Supported preparation of joint aquatic resource permit application and development of scope of work, cost estimate, and sampling plans to characterize sediment in maintenance dredging areas at a facility on the Columbia River in Longview, Washington. Sampling and reporting procedures were in accordance with the Puget Sound Dredged Material Management Program (DMMP) Dredged Material Evaluation and Disposal Procedures. Procured and coordinated with sampling vessel subcontractor. Planned and led fieldwork, wrote project data reports, submitted project documents to the DMMP, tracked project budgets, and prepared invoices.
