Ms. Donna Clark has more than 25 years of experience as an economist, specializing in environmental valuation and benefit estimates, exposure assessments, natural resource damage assessments, regulatory impact and policy analysis, and restoration planning. She has additional expertise in regulated utility economics, including demand forecasting, strategic planning, rate audits and design, marketing program evaluation, and rate case support as an expert witness in natural gas rate case proceedings.

Natural Resource Damage Litigation Support Servies Related to Land Loss, Confidential Sites, Louisiana Supporting the assessment of impacts of historical oil and gas development on coastal Louisiana. Assisted in estimating benefits of land activities and coastal access to offset wetland damages.
Natural Resource Damage Litigation Support Services, Confidential Sites, Northeast United States Assisted in the development of revitalization and facility enhancement plans for compensatory restoration of contaminated sites and waterbodies.
Contributed to the development of recreation enhancement plans for compensatory restoration of contaminated sites in and along a major river. Developed a random utility model to estimate recreational park usage, which was used to create park and recreation benefits to offset damages from fish consumption advisories in the affected areas.

Environmental Impact Assessment

Environmental Capital Projects Impact Modeling Tool, Confidential Site, Middle East Assisted in the development of a valuation tool to estimate and monetize the benefit impacts of environmental capital projects. A global oil refinery company then used benefit estimates to prioritize and fund environmental capital projects.

Policy Analysis

Assessment of Economic Impacts of CCUS Technologies, National Petroleum Council, United States Contributed to the development of a report estimating the national level economic benefits of carbon capture use and storage (CCUS) and the value to the United States of being a technology leader in this industry.
Assessment of Economic and Environmental Impacts of Natural Gas Ban, West Coast Utility, United States Assisted with an analysis of the statewide and utility-specific economic and environmental impacts of the high electrification proposal and natural gas ban to meet emissions reductions goals in the state of California. Evaluated state economic models for accuracy. Estimated energy costs, equipment costs, and customer bill impacts of state proposals.

Assessment of Impacts of the 316(b) Regulation, Multiple Clients, United States Assisted in the evaluation of the socioeconomic impacts of retrofitting existing electric power plants with closed-cycle cooling systems in compliance with the federal 316(b) regulation. Estimated costs and benefits of each technology option to choose the least cost alternative. Developed regulatory compliance submittals on behalf of electric utility and industrial clients across the nation.

Researched other oil spills in California and used benefit transfer methods to estimate damages.

Long-Term Electricity Demand Forecasting, Northeast Utility, United States Developed econometric models to produce a long-term electric demand forecast for use in financial, transmission, and supply planning. Included electric customer growth estimates and annual electricity use estimates for a 1.5 million customer base.
Short-Term Natural Gas Demand Forecasting, Northeast Utility, United States Developed econometric models to produce a short-term natural gas demand forecast for company budget and rate case planning. Included natural gas customer growth estimates and monthly natural gas use estimates for half a million customers. Served as an expert witness in state public service commission rate case filing.

Statistical Analysis

Impact Analysis of Decoupling Natural Gas Suppliers, Northeast Utility, United States Assisted with the analysis to estimate the number of large natural gas customers at risk for switching gas suppliers with the deregulation of the market. Estimated the market price for pipeline capacity in a competitive market and developed customer profiles and revenue loss projections.
Natural Gas Weather Normalization Rate Design, Northeast Utility, United States Researched and estimated the revenue losses from warm winter weather. Designed and implemented a weather normalization rate for natural gas heat customers. Served as an expert witness in the state public service commission rate case filing.
Natural Gas Rate Audits, Northeast Utility, United States Investigated potential billing code errors in residential natural gas customer base using statical load shape analysis. Corrected miscoded customers and designed an automatic, annual auditing procedure to ensure accuracy.
