Dr. Alex Loureiro is a marine biologist with a decade of experience specializing in marine mammal protection, offshore energy, and environmental regulatory strategy. Her work focuses on supporting clients navigating complex regulatory frameworks and assessing potential environmental impacts to support responsible project development.
Prior to joining Integral Consulting, Dr. Loureiro served as Scientific Director at EnerGeo Alliance, where she led initiatives related to the interaction of offshore energy activities with marine life. She worked closely with industry, regulatory, and scientific stakeholders to develop best practices for environmental impact assessment, support compliance with U.S. regulations such as the Endangered Species Act and Marine Mammal Protection Act, and contribute to international policy discussions.
Dr. Loureiro has extensive experience supporting technical analyses and scientific interpretation in legal and regulatory contexts, including preparation of materials used in expert testimony, regulatory challenges, and agency review processes. She is an active author and presenter on topics related to underwater sound, environmental impacts, and marine species protection.

Offshore Energy Environmental Impact Assessment, Stakeholder Engagement, and Permitting Strategy, Worldwide — Advised offshore energy clients on environmental impact assessment, stakeholder engagement, and permitting strategies, with a focus on marine mammals and other protected species. This included development and review of technical analyses supporting federal permitting processes, including impact assessment methodologies, mitigation measures, and monitoring frameworks. Supported preparation of documentation aligned with agency expectations and designed to withstand technical, regulatory, and stakeholder scrutiny.
Marine Mammal Protection Act Incidental Take Authorization Compliance and Development, U.S. Gulf of Mexico — Spearheaded development and implementation of an oil and gas industrywide initiative to ensure compliance with annual take reporting requirements for geophysical survey activities, including protected species observer and passive acoustic monitoring data collation and analysis. The program also worked to develop a petition for a new incidental take authorization to be implemented following expiration of the existing regulation.
Letter of Authorization Request Guidance and Preparation, U.S. Gulf of Mexico — Led development of guidance materials for oil and gas companies seeking letters of authorization under incidental take authorization regulations to ensure efficient, cost-effective permitting of planned activities, and supported some individual clients in preparation of applications that were defensible in regulatory review.
Critical Habitat and Protected Species Rulemaking Support, U.S. Gulf of Mexico — Contributed to technical evaluations and submissions related to designation of critical habitat and species protection measures. Assessed scientific and regulatory implications of proposed rules and supported development of comment responses grounded in best available science.
Regulatory Comment Development and Strategy, Multiple Countries — Led and contributed to the development of technical comment letters on proposed regulations, guidance documents, and environmental frameworks across multiple jurisdictions.
