Concord Community Reuse Project EIR and Species Permitting

Project Summary

Integral staff were engaged by the City of Concord to revise the biological resources section of the draft EIR for the Concord Reuse Project, a proposed mixed-use development on roughly half of the 5,028-acre former Concord Naval Weapons Station Inland Area.

Challenge

The 5,028-acre former military site required habitat enhancement and management for special-status species across the remainder of the property, alongside a certified EIR and multiple federal and state permits, including Federal Endangered Species Act consultation with USFWS and Clean Water Act Section 404, Section 401, and California Endangered Species Act permitting.

Our Role

Integral staff revised the biological resources chapter of the draft EIR using existing information supplemented with field surveys, responded to public comments leading to a certified final EIR, and completed a detailed wetland delineation of the project site. The team prepared a Biological Assessment that culminated in a USFWS Biological Opinion, assisted the City with the full range of required permits, and prepared a Long-Term Management Plan and Habitat Mitigation and Monitoring Plan for listed species and habitat enhancements.

What We Delivered & Results

The team continues working with the City on the design of on-site wetland mitigation and restoration of several miles of Mt. Diablo Creek, the centerpiece of the project, building on the certified EIR and the Biological Opinion issued following Section 7 consultation.
