Integral Consulting Principal Marcia Greenblatt, Ph.D., P.E., explains limitations of draft guidance recently issued by the U.S. Environmental Protection Agency (EPA) to clarify the U.S. Supreme Court decision on the matter Hawaii Wildlife Fund v. County of Maui, Hawaii regarding the regulation of indirect groundwater discharges to surface water under the Clean Water Act.
