Dr. Steve Rottenborn is a senior wildlife ecologist and Senior Principal based in Integral’s San Francisco Bay Area office. He specializes in resolving issues related to special-status wildlife species and in meeting the wildlife-related requirements of federal and state environmental laws and regulations. Combining his research and training as a wildlife biologist and avian ecologist, Dr. Rottenborn has built an impressive professional career that is highlighted by a particular interest in wetland and riparian communities, as well as the effects of human activities on bird populations and communities. His experience extends to numerous additional special-status animal species. The breadth of his ecological training and project experience enables him to expertly manage multidisciplinary projects involving a broad array of biological issues.
Dr. Rottenborn has contributed to more than 2,500 projects involving wildlife impact assessment, NEPA/CEQA documentation, biological constraints analysis, endangered species issues (including California and Federal Endangered Species Act consultations), permitting, and restoration. Steve has conducted surveys for a variety of wildlife taxa, including a number of threatened and endangered species, and contributes to the design of habitat restoration and monitoring plans. In his role as project manager and principal-in-charge for numerous projects, he has supervised data collection and analysis, report preparation, and agency and client coordination.
Prior to joining Integral Consulting, Dr. Rottenborn was a vice president and principal at H. T. Harvey & Associates, where he worked for 25 years.

Highway 101 Widening, Gilroy-SR 129 and Highway 25 Interchange Project, Santa Clara County, California — Served as senior wildlife ecologist for preparation of an NES and Fish Passage Assessment for the project. Supervised the study of wildlife movement through a number of undercrossings along the alignment to assess impacts and mitigation needs related to wildlife movement. Serves as principal-in-charge for H. T. Harvey’s updates to this project’s Highway 101/SR 25 interchange component and Santa Teresa Boulevard extension.
Antioch Bridge Seismic Retrofit Project, Antioch, California — Spearheaded development of a Conceptual Bird Management Plan and oversaw implementation of the approved plan for the 2-mile-long project. This plan entailed nesting bird deterrence and management throughout the project to ensure that nesting birds on and around the bridge (which numbered nearly 1,000 pairs, mostly cliff swallows) did not constrain project implementation.
Environmental Assessment for Crissy Field, San Francisco, California — Served as the biology lead for restoration and facilities/recreation planning, and preparation of the Environmental Assessment, for the project. This project goal is to enhance the Presidio of San Francisco’s many current uses, while improving ways for people to gather, create, and play.

Harvey’s assistance with Federal Endangered Species Act consultation and supervised compliance monitoring for the Midpeninsula Regional Open Space District’s project, which will fill a 0.6-mile gap in the San Francisco Bay Trail at the Ravenswood Open Space Preserve.
Concord Community Reuse Project, Concord, California — Spearheaded biological planning, permitting, and Federal and California Endangered Species Act consultation for the project, a mixed-use development of residential, industrial, and community uses on approximately half of the 5028-acre former Inland Area of the Concord Naval Weapons Station, with habitat enhancement and management for special-status species on the remainder of the site. Leads preparation of numerous mitigation and management plans pertaining to special-status species, wetlands, streams, and riparian habitats.
US 101 Interchange Improvements at San Antonio Road and Rengstorff Avenue, Santa Clara County, California — Served as senior wildlife ecologist and principal-in-charge of H. T. Harvey’s preparation of the biological resources section of the Preliminary Environmental Analysis Report (PEAR) which involved a number of improvements to two interchanges along US 101. The biological resources section of the PEAR described the biological resources setting and sensitive resources, potential project impacts, anticipated environmental commitments and anticipated permitting and mitigation needs.
Stevens Canyon Road Repairs, Santa Clara County, California — Led H. T. Harvey’s work obtaining emergency permits for the repair of a failing culvert along Stevens Canyon Road. Spearheaded coordination with resource agencies to obtain their approval for emergency work, as well as preparation of all permit application materials, including a Biological Assessment for the California red-legged frog. Also led the compliance assistance work during project implementation and documentation that the project complied with permit conditions.
Arastradero Road Storm Damage Improvements Project, San Mateo County, California — Led H. T. Harvey’s coordination with the National Marine Fisheries Service regarding measures to be implemented during the repair of a failing section of road along a stream supporting Central California Coast steelhead. Identified, and obtained agency approval of, measures that would ensure that steelhead were not impacted during project implementation and that the stream undercutting the road would continue to provide suitable habitat/passage for steelhead following the project.
San Antonio Valley Road at Isabel Creek Bridge Replacement Project, Santa Clara County, California — Led H. T. Harvey’s biological resources work, including preparation of a Natural Environment Study, Biological Assessment, and California Endangered Species Act Section 2081 Incidental Take Permit application for the to improve a road crossing of Isabel Creek. Obtained all permits and worked with the resource agencies to identify suitable on-site mitigation for impacts.
Private Client, Moffett Federal Airfield, Santa Clara County, California — Serves as principal-in-charge of H. T. Harvey’s work on all biological resources tasks for a private firm’s activities at the airfield. Such tasks include burrowing owl pre-activity surveys, monitoring, and exclusion for construction projects; development of burrowing owl mitigation plans; development of wildlife protection plans to comply with NASA requirements for work at Hangars 2 and 3; assistance with NEPA checklists; flagging of wetlands; and Endangered Species Act consultation assistance for a navigational aid project.
Newell Creek Dam Inlet/Outlet Replacement Project, Santa Cruz County, California — As a subconsultant, served as principal-in-charge of biological resources assistance for construction management of the Santa Cruz Water Department’s project. The City of Santa Cruz Water Department was replacing the Newell Creek Dam inlet/outlet works at Loch Lomond Reservoir in the San Lorenzo Valley. H. T. Harvey provided biological compliance support tasks, including preparing worker training materials and conducting preconstruction surveys, fish and wildlife relocation, wildlife exclusion barrier installation, monitoring of ground disturbance, and site inspections to ensure that the project is in compliance with project specific avoidance and minimization measures.
PG&E Hydrotest Project, various sites throughout California — Served as principal-in-charge for H. T. Harvey’s work performing surveys and assessments to determine biological constraints, developed avoidance and minimization measures, provided permitting support, and performed construction monitoring for hydrostatic testing of nearly 100 gas line segments, mostly in the San Francisco Bay area but also in the southern California deserts, San Joaquin Valley, and north coast. Surveys and monitoring involved the Bay checkerspot butterfly, California tiger salamander, Santa Cruz long-toed salamander, California red-legged frog, western pond turtle, blunt-nosed leopard lizard, burrowing owl, salt marsh harvest mouse, giant kangaroo rat, Mohave ground squirrel, San Joaquin kit fox, nesting birds, and a number of special-status plants.
Coyote Ridge and Upper Penitencia Creek Long-Term Management Plans, San Jose, California — Served as principal-in-charge for H. T. Harvey’s work preparing long-term management plans for several Santa Clara Valley Water District habitat reserves on Coyote Ridge and in the Upper Penitencia Creek watershed. These plans, which focused on maintaining high-quality stream/riparian habitat and habitat for special-status species, including grazing management, invasive plant management, and management of habitat for selected species. Oversees monitoring in accordance with those plans.
Anderson Dam Seismic Retrofit Project, Morgan Hill, California — Serves as principal-in-charge for H. T. Harvey’s work performing biological resources-related planning and permitting for the Santa Clara Valley Water District’s project. Oversees all wildlife and plant surveys, delineation of regulated habitats, preparation of the terrestrial biology section of the Environmental Impact Report, preparation of all resource agency permit applications and related agency coordination, preparation of a mitigation plan to compensate for impacts to regulated habitats, and compliance monitoring.
Alameda Point Ferry Terminal Environmental Clearance, Alameda, California — Served as principal-in-charge for permitting and Federal Endangered Species Act consultation for the City of Alameda’s project. Supervised the preparation of a Biological Assessment, analysis of potential impacts on fish and marine mammals, and National Marine Fisheries Service Coordination, as well as design of the ferry terminal structure to minimize potential for bird collisions with glass.

Envision San José 2040, San Jose, California — Served as principal-in-charge of H. T. Harvey’s work on all biological resources tasks for the General Plan Update and its EIR. Alameda Point Reuse Project Biological Assistance, Alameda, California — Assisted the City of Alameda with the project by assisting with amendment of the Biological Opinion (BO) for the transfer and reuse of Naval Air Station Alameda, assisting with preparation of the project’s Environmental Impact Report, and preparing a BO-required predator management plan, buoy/signage plan for watercraft, and summary of BO requirements for sub-areas of the project site. Continues to provide on-call services related to biological resources and regulatory issues as they arise.
South San Francisco Bay Shoreline Project, San Jose, California — Served as principal-in-charge for H. T. Highway 101 Widening, Gilroy-SR 129 and Highway 25 Interchange Project, Santa Clara County, California — Served as senior wildlife ecologist for preparation of an NES and Fish Passage Assessment for the project. Supervised the study of wildlife movement through a number of undercrossings along the alignment to assess impacts and mitigation needs related to wildlife movement. Serves as principal-in-charge for H. T. Harvey’s updates to this project’s Highway 101/SR 25 interchange component and Santa Teresa Boulevard extension.
Antioch Bridge Seismic Retrofit Project, Antioch, California — Spearheaded development of a Conceptual Bird Management Plan and oversaw implementation of the approved plan for the 2-mile-long project. This plan entailed nesting bird deterrence and management throughout the project to ensure that nesting birds on and around the bridge (which numbered nearly 1,000 pairs, mostly cliff swallows) did not constrain project implementation.
Interstate 80/Interstate 680/State Route 12 Interchange Project, Solano County, California — Served as senior wildlife ecologist on the project. Assisted with preparation and processing of permits for the USACE, RWQCB, and CDFW, and overseeing required preconstruction surveys for special-status species.
Lucy Evans Baylands Interpretive Center Improvements, Palo Alto, California — Served as principal-in-charge for H. T. Harvey’s work assessing biological impacts from, and identifying appropriate construction methods for, the renovation of the Lucy Evans Baylands Nature Interpretive Center. The Center is on the edge of the San Francisco Bay and provides a unique opportunity to view a pristine salt marsh habitat.
Caltrans District 4, Various Counties, San Francisco Bay Area — As a subconsultant under five on-call contracts for Caltrans District 4, supervised and managed special-status species surveys; preparation of Natural Environment Studies and biological assessments; and compliance assistance for more than 75 projects.
Ravenswood Bay Trail Connection Project, Santa Clara County, California — Led H. T. Harvey’s assistance with Federal Endangered Species Act consultation and supervised compliance monitoring for the Midpeninsula Regional Open Space District’s project, which will fill a 0.6-mile gap in the San Francisco Bay Trail at the Ravenswood Open Space Preserve.
Concord Community Reuse Project, Concord, California — Spearheaded biological planning, permitting, and Federal and California Endangered Species Act consultation for the project, a mixed-use development of residential, industrial, and community uses on approximately half of the 5028-acre former Inland Area of the Concord Naval Weapons Station, with habitat enhancement and management for special-status species on the remainder of the site. Leads preparation of numerous mitigation and management plans pertaining to special-status species, wetlands, streams, and riparian habitats.
Stevens Canyon Road Repairs, Santa Clara County, California — Led H. T. Harvey’s work obtaining emergency permits for the repair of a failing culvert along Stevens Canyon Road. Spearheaded coordination with resource agencies to obtain their approval for emergency work, as well as preparation of all permit application materials, including a Biological Assessment for the California red-legged frog. Also led the compliance assistance work during project implementation and documentation that the project complied with permit conditions.
Arastradero Road Storm Damage Improvements Project, San Mateo County, California — Led H. T. Harvey’s coordination with the National Marine Fisheries Service regarding measures to be implemented during the repair of a failing section of road along a stream supporting Central California Coast steelhead. Identified, and obtained agency approval of, measures that would ensure that steelhead were not impacted during project implementation and that the stream undercutting the road would continue to provide suitable habitat/passage for steelhead following the project.
San Antonio Valley Road at Isabel Creek Bridge Replacement Project, Santa Clara County, California — Led H. T. Harvey’s biological resources work, including preparation of a Natural Environment Study, Biological Assessment, and California Endangered Species Act Section 2081 Incidental Take Permit application for the to improve a road crossing of Isabel Creek. Obtained all permits and worked with the resource agencies to identify suitable on-site mitigation for impacts.
San Mateo County Department of Public Works and Parks Department’s Countywide Routine Maintenance Manual, San Mateo County, California — Spearheaded H. T. Harvey’s assistance with Federal Endangered Species Act permitting and the Environmental Impact Report for the creation of San Mateo County’s Routine Maintenance Manual. Leads assistance of the County with establishment of a single-user conservation bank for maintenance impacts to San Francisco garter snake and California red-legged frog, and oversees compliance monitoring on many maintenance activities.
Private Client, Moffett Federal Airfield, Santa Clara County, California — Serves as principal-in-charge of H. T. Harvey’s work on all biological resources tasks for a private firm’s activities at the airfield. Such tasks include burrowing owl pre-activity surveys, monitoring, and exclusion for construction projects; development of burrowing owl mitigation plans; development of wildlife protection plans to comply with NASA requirements for work at Hangars 2 and 3; assistance with NEPA checklists; flagging of wetlands; and Endangered Species Act consultation assistance for a navigational aid project.
Newell Creek Dam Inlet/Outlet Replacement Project, Santa Cruz County, California — As a subconsultant, served as principal-in-charge of biological resources assistance for construction management of the Santa Cruz Water Department’s project. The City of Santa Cruz Water Department was replacing the Newell Creek Dam inlet/outlet works at Loch Lomond Reservoir in the San Lorenzo Valley. H. T. Harvey provided biological compliance support tasks, including preparing worker training materials and conducting preconstruction surveys, fish and wildlife relocation, wildlife exclusion barrier installation, monitoring of ground disturbance, and site inspections to ensure that the project is in compliance with project specific avoidance and minimization measures.
PG&E Hydrotest Project, various sites throughout California — Served as principal-in-charge for H. T. Harvey’s work performing surveys and assessments to determine biological constraints, developed avoidance and minimization measures, provided permitting support, and performed construction monitoring for hydrostatic testing of nearly 100 gas line segments, mostly in the San Francisco Bay area but also in the southern California deserts, San Joaquin Valley, and north coast. Surveys and monitoring involved the Bay checkerspot butterfly, California tiger salamander, Santa Cruz long-toed salamander, California red-legged frog, western pond turtle, blunt-nosed leopard lizard, burrowing owl, salt marsh harvest mouse, giant kangaroo rat, Mohave ground squirrel, San Joaquin kit fox, nesting birds, and a number of special-status plants.
PG&E Utility Operations and Maintenance Nesting Bird Management Plan — Served as principal-in-charge and senior wildlife ecologist. Prepared the technical/ornithological sections of comprehensive guidelines for addressing nesting bird protection/constraints during all of PG&E’s statewide utility operations, maintenance, and project work.
Coyote Ridge and Upper Penitencia Creek Long-Term Management Plans, San Jose, California — Served as principal-in-charge for H. T. Harvey’s work preparing long-term management plans for several Santa Clara Valley Water District habitat reserves on Coyote Ridge and in the Upper Penitencia Creek watershed.
