Bio
Ms. Robin Carle is a senior wildlife ecologist and ornithologist and Senior Consulting Ecologist in Integral’s San Francisco Bay Area office. She has more than 20 years of professional experience. Her expertise is in the nesting ecology of passerine birds, and her graduate research focused on how local habitat features and larger landscape-level human effects combine to influence the nesting productivity of passerine birds in the Greater Yellowstone region. She also banded, sexed, and aged resident and migrant passerine birds with the San Francisco Bay Bird Observatory for 10 years. Her expertise extends to numerous additional wildlife species, and she has conducted surveys and assessments for burrowing owls; diurnal, nocturnal, and larval surveys for amphibians; acoustic and visual surveys for roosting bats; surveys and nest resource relocations for San Francisco dusky-footed woodrats; San Joaquin kit fox den surveys; trail camera surveys to document wildlife movement; and burrow-scoping surveys using fiber-optic orthoscopic cameras.
With an in-depth knowledge of regulatory requirements, Ms Carle has contributed to all aspects of client projects including NEPA/CEQA documentation, bird-safe design assessments, biological constraints analyses, special-status species surveys, nesting bird and raptor surveys, construction implementation/permit compliance, Santa Clara Valley Habitat Plan/Natural Community Conservation Plan applications and compliance support, and natural resource management plans. Her strong understanding of CEQA, FESA, and CESA allows her to prepare environmental documents that fully satisfy the regulatory requirements of the agencies that issue discretionary permits. She manages field surveys, site assessments, report preparation, agency and client coordination, and large projects.
Prior to joining Integral Consulting, Ms. Carle was a principal at H. T. Harvey & Associates, where she worked for 18 years.

Bird Safe Design
University of California, San Francisco Parnassus Research & Academic Building, San Francisco, California — Prepared an avian collision risk assessment for the construction of a research and academic building located at the University of California San Francisco campus in San Francisco, San Francisco County. Assessed avian collision risk and lighting impacts, met with the project design team to provide recommendations and design options to minimize impacts, and provided recommendations to comply with EIR mitigation measures related to bird-safe building treatments.
Harbor View Project, Redwood City, California — Provided senior support for the preparation of an avian collision risk assessment for the construction of office buildings on an approximately 27-acre site in Redwood City, San Mateo County. The report assessed avian collision risk and lighting impacts and provided recommendations to comply with CEQA mitigation measures related to bird-safe building design and lighting requirements.
Corporate Campus Development, Menlo Park, California — Provided bird-safe design support for a large development project in Menlo Park, San Mateo County, with unique architecture. Prepared an avian collision risk assessment and developed bird-safe design standards to reduce project impacts due to bird collisions to less than significant levels under CEQA.

Zone 7 Programmatic Stream Maintenance Program, Alameda County, California — Served as project manager for the preparation of the USFWS Biological Assessment and biological resources chapter of the Program Manual for the Zone 7 Water Agency’s Stream Maintenance Program in Alameda County.
Valley Water Stream Maintenance Program Renewal, Santa Clara County, California — Served as project manager for preparation of the biological resources chapter for Valley Water’s Stream Maintenance Program (SMP-3) Environmental Impact Report. The SMP-3 includes work along most streams in Santa Clara County below 1,000 feet in elevation. Compiled information from H. T. Harvey & Associates, Valley Water, the Santa Clara Valley Habitat Agency, and various databases to determine the potential for sensitive terrestrial biological resources to be affected by the project. Assisted with the development of program BMPs and mitigation measures to reduce impacts to less-than-significant levels.
NorthTown Data Center Project, San Jose, California — Principal-in-charge for the preparation of a biological resources report for the NorthTown Data Center project in San José, Santa Clara County. The report assessed project impacts to the burrowing owl, as well as impacts due to increased lighting and noise on the adjacent Guadalupe River riparian corridor.
Caltrans Project 0P48U, State Route 35 Horizontal Curve Safety Project, Post Miles 2.12 to 14.1, San Mateo and Santa Clara Counties, California — As a subcontractor to an engineering consultant, served as project manager for the preparation of a Caltrans-format Natural Environment Study (NES) and Biological Assessment (BA) to facilitate permitting and CEQA/NEPA along Summit Road in San Mateo and Santa Clara Counties. The NES and BA assessed potential project effects on the California red-legged frog, San Francisco garter snake, Santa Cruz black salamander, California giant salamander, and red-bellied newt.
Valley Water Pipeline Maintenance Program, Santa Clara County, San Benito County, and Merced County, California — Served as project manager for the preparation of the biological resources chapter of the EIR for Valley Water’s Pipeline Maintenance Program, which includes over 140 miles of conveyance pipelines for water delivery in Santa Clara, San Benito, and Merced Counties. Compiled information from H. T. Harvey & Associates, Valley Water, the Santa Clara Valley Habitat Agency, and various databases to determine the potential for sensitive biological resources to be affected by the project. Assisted with the development of mitigation measures to reduce impacts to less-than-significant levels.
505 East Bayshore Road, Redwood City, California — Served as project manager for the preparation of a biological resources report for the 505 East Bayshore Road redevelopment project in Redwood City, San Mateo County. The report assessed impacts on adjacent sensitive tidal wetland habitats and associated special-status species.

Midpeninsula Regional Open Space District Routine Maintenance Program, San Mateo and Santa Clara Counties, California — Prepared a permitting strategy memorandum providing a strategy for obtaining programmatic take approval for the California red-legged frog and its habitat under FESA as a result of Routine Maintenance and Facilities Improvements Program activities in San Mateo and Santa Clara Counties.

Coordinated and led surveys for roosting bats to comply with requirements of the Monterey Peninsula Regional Park District as well as the project’s CDFW Streambed Alteration Agreement.
