Mr. Daniel Lee is a risk assessor with 31 years of consulting experience. He has conducted, managed, or reviewed more than 85 human health risk assessments (HHRAs), ecological screening assessments, toxicity assessments, preliminary endangerment assessments, environmental impact statements, and environmental impact reports. Much of his project experience has focused on western states and federal programs. He has extensive project management experience, including management of risk assessment projects with budgets exceeding $600,000. Mr. Lee has considerable expertise with Native Americans’ exposure/intake assumptions (e.g., wild game and culturally significant plant ingestion), data evaluation, data quality objectives, and toxicological properties of radionuclides, dioxins, herbicides, metals, pesticides, PAHs, PCBs, volatile organic compounds (VOCs), used motor oil, jet fuel, diesel fuel, gasoline, and other petroleum components. He also has extensive experience with air quality health risks (e.g., under the State of California Air Toxics “Hot Spots” Information and Assessment Act [AB 2588] and Proposition 65) and with the Emergency Planning and Community Right-to-Know Act (under SARA Title III).


Human Health Risk Assessment

Baseline HHRA of Five Former Phosphate Mines, Caribou County, Idaho HHRA leader for five former phosphate mines evaluated under CERCLA. Responsibilities included extensive negotiations with U.S. Forest Service and Idaho Department of Environmental Quality and delivery of presentations. Tasks also involved extensive long-term collaboration and coordination with environmental consultants representing other nearby mine site PRPs. Evaluated exposures and risks posed to seasonal ranchers, recreational users, and Native Americans potentially exposed to site-related metals and radiologic constituents via multiple exposure pathways, including consumption of wild game and culturally significant plants.
HHRA and Remedial Planning, Former Pesticide Facilities, Casa Grande, Arizona Conducted an HHRA for a former pesticide and fertilizer formulation facility. Quantified impacts associated with potential exposure to residual organochlorine pesticides, organophosphate pesticides, and nitrogen-based fertilizers detected in soil. Evaluated the site and 11 adjacent and nearby properties.
HHRA and Remedial Planning, Former Pesticide Facilities, Tolleson, Arizona Conducted an HHRA for a former pesticide and fertilizer formulation facility. Quantified impacts associated with potential exposure to residual organochlorine pesticides, organophosphate pesticides, and nitrogen-based fertilizers detected in soil and groundwater. Evaluated the site plus five adjacent and nearby properties.
HHRA and Remedial Planning, Former Pesticide Facility, Brawley, California Conducted an HHRA for a former pesticide and fertilizer formulation facility. Quantified impacts associated with potential exposure to residual organochlorine pesticides, organophosphate pesticides, VOCs (including 1,2,3-trichloropropane [an emerging contaminant]), and nitrogen-based fertilizers detected in soil and groundwater.
Baseline HHRA and Soil Vapor Sampling Plan, Former Pesticide Facility, Casa Grande, Arizona Conducted an HHRA associated with exposure to chlordane vapors emanating from soil. As part of this work, a soil vapor sampling plan was developed to analyze for the potential presence of chlordane vapors in soil.
Focused Human Health Subsistence-Based Risk Assessment, Copper Mine, Casa Grande, Arizona Conducted a focused HHRA to account for subsistence-based lifestyle of tribal members of the Tohono O’odham Nation potentially exposed to nonradioactive and radioactive constituents in groundwater and livestock.
REACH Program, European Union Provided technical support with the European Commission’s REACH program to adequately characterize the potential human and ecological hazards associated with chemical exposure.
HHRA and Remedial Planning, Former Pesticide Facilities, Bakersfield, California Conducted an HHRA for a former pesticide and fertilizer formulation facility. Quantified impacts associated with potential exposure to residual organochlorine pesticides, organophosphate pesticides, and nitrogen-based fertilizers detected in soil.
Screening Level and Baseline HHRA, Copper Mine, Casa Grande, Arizona Conducted an HHRA evaluating potential impacts to Native American residents and trespasser swimmers exposed to inorganic and radionuclide constituents in multiple groundwater aquifers, surface water (pit lake), crops, and livestock.
Preliminary Endangerment Assessments, Former Gold Mine, Grass Valley, California Developed a work plan and conducted a modified preliminary endangerment assessment at a former gold mine in Grass Valley, California. Evaluated potential human health and environmental risks resulting from potential exposure to metals, including mercury.
Historical Pipeline Portfolio, Central Valley and Richmond, California Provided risk assessment support to client and the California Water Board in selecting appropriate health based screening levels (using site-specific conceptual site models) as part of the remediation of a crude oil supply pipeline located between the California Central Valley and refineries located in Richmond, California.
Baseline HHRAs and Risk Evaluations, Treasure Island, Mare Island, Concord Naval Weapons Station, and China Lake, California Conducted large-scale baseline HHRAs and risk evaluations for the U.S. Navy. Constituents evaluated included PCBs (including volatile and dioxin-like PCBs), VOCs (including trichloroethylene), pesticides, dioxins, metals, and semivolatile organic compounds (SVOCs; including PAHs and pesticides).
HHRA, Former Sawmill, Fort Bragg, California Conducted an HHRA for a former lumber mill site. Constituents evaluated included lead, pentachlorophenol, chlorinated and fuel-related VOCs, and atrazine. The site was subdivided into 22 different exposure units. Up to six hypothetical receptors were evaluated in each exposure unit.
HHRA, Oakland, California Conducted and managed an HHRA for the Port of Oakland to estimate potential risks associated with disposal options for upland dredged sediment for a combined environmental impact report/environmental impact statement. Constituents evaluated included PAHs, organic and inorganic metals, and phthalates.
Human Health and Ecological Risk Assessment, Illinois Conducted a human health and ecological risk assessment related to VOCs, SVOCs, and metals at a former fuel terminal.
HHRA, Fort Ord, California Conducted and managed an HHRA for the U.S. Army as part of an RI/FS at a U.S. military facility in California. Estimated potential risks associated with exposure to spent ammunition at a beach and sand dune rifle and pistol range.
HHRA, Central California Conducted an HHRA of a U.S. Army former radio tower for the U.S. military, which included the evaluation of metals and VOCs. This HHRA involved a leaking underground storage tank.
HHRA, Northern California Conducted and managed an HHRA for the U.S. Army as part of an RI/FS at a U.S. military facility in California to estimate potential risks associated with exposure to spent ammunition at a beach and sand dune rifle and pistol range.
Human Health Baseline Exposure Assessment, Lassen County, California Managed a human health baseline exposure assessment for the U.S. Army Corps of Engineers to evaluate potential human and wildlife exposures.
Review of HHRA Involving Exposure to Lead via Sediment at a Former Gun Club, Everett, Washington Conducted critical review of a baseline HHRA at a former gun club located in Everett, Washington.
Human Health and Environmental Risk Assessment, Northern and Central California Conducted a human health and environmental risk assessment for the U.S. military at former military fire drill practice areas on the NPL. Included the evaluation of diesel fuel No. 2, JP-4 (jet fuel), and various metals, including inorganic mercury, detected in soil and groundwater.
HHRA, Pennsylvania Conducted and managed an HHRA to evaluate potential risks associated with the release of BTEX and PAHs from a ruptured gas main.

Litigation Support for PCBs, Confidential Locations Providing consulting support for multiple cases involving PCB contamination.
Litigation Support for a Confidential Site, Ohio Providing natural resource damages-related litigation support that includes an assessment of potential impacts to human receptors and related risk-based remediation options.
